Description

Russell Construction seeks a highly motivated, hands-on and detail-oriented professional who has proven proposal writing expertise for the Federal Government MILCON. Candidates should enjoy working both independently and as part of a dynamic team for small- to large-scale Federal proposals. A successful candidate is a strong writer who is responsible for translating technical and management approaches, win strategies, and themes into high-quality responses to federal business opportunities. The proposal writer will create, develop, and edit content to answer specific requirements and evaluations, possess strong writing skills, be able to interview Subject Matter Experts (SMEs), and gather information to respond to Government opportunities. The proposal writer will be a key member of our growth team and will contribute to our company goals and customer relationships. This role works closely with the Marketing team and Government Group Leadership in providing proposal support as needed.

RESPONSIBILITIES

  • Maintain and update a sales pipeline of targeted opportunities.
  • Analyze Requests for Proposals (RFPs), Request for Qualifications (RFQs), Requests for Information (RFIs), Task Orders, and Sources Sought notices to understand the customers' technical requirements and develop proposal framework, strategy, and approach.
  • Collaborate with Proposal Managers, Proposal Coordinators, Subject Matter Experts (SMEs), etc., to develop innovative technical approaches, sound technical solutions, incorporate win themes, and articulate discriminators into written proposal content.
  • Conduct customer research, as needed, on RFP technical/functional areas to gain better understanding of material to be written (i.e., create questions, participate in pre-bid meetings, and respond to first step compliance measures).
  • Manages proposal activities and ensures that all bid information is received in a timely manner to allow for development, review, and approval of the formal proposal.
  • Work with internal/external resources to position Russell in the "winners circle".
  • Work closely with Russell management and teaming partners to translate technical concepts into compelling written and graphic materials that can be understood by a wide audience.
  • Provides technical proposal writing, oversight of team assignments, deadlines and meetings to ensure an on-time delivery of a proposal response.
  • Contribute to company's new business development strategy.
  • Maintain and develop new relationships with partners and clients.

EXPERIENCE & SKILLS

  • Management of the development of multiple simultaneous proposals with varying timelines and teams.
  • Experience writing technical approaches, ensuring that the solution coincides with the win theme and market research.
  • Experienced in writing WINNING small- to large-scale strategic proposals for both defense and civilian government agencies: DoD, GSA, USACE, NAVFAC, VA, HHS, etc.
  • Accomplished writer with in-depth experience creating proposal related documents; i.e. compliance matrixes, win themes, proposal outlines, schedules, proposal related questions, storyboards, color review documents, final proposal documents, and oral presentation materials.
  • Superior communication and facilitation skills, with the proven ability to communicate to and manage deliverables from a diverse team of subconsultant and internal technical and management personnel.
  • Demonstrated ability to develop and implement structured, repeatable proposal processes
  • Understanding of the Government source selection process
  • Ability to manage quick turn-around task order responses for existing IDIQ contracts
 
Position Requirements

Federal Sector Experience is Required

  • Ten or more years of relevant hands on experience in Federal Government proposal writing
  • Bachelor’s or master’s degree in applicable field
  • Highly detail-oriented with excellent writing skills and the ability to understand technology
  • Experience with GovTribe, GSA eBuy, Beta.Sam.gov and other federal procurement sites
  • Strong interpersonal skills
  • Strong organizational skills and attention to detail
  • Strong understanding of MS Office Suite (Word, Excel, Teams and PowerPoint). Adobe InDesign software experience preferred, but not required.
  • U.S. citizenship required
  • This can be an office based or remote position. If remote position, must have an office setup including WIFI, printer, and copy capabilities. Laptop will be provided.
  • If remote position, must be available to work with corporate office staff on Central Standard Time Zone.
