We are searching for a Senior Cost Estimator to join our team in Washington, DC ! The ideal candidate will:

  • Identify data/information necessary to create or validate cost models for estimating non-recurring/variable costs and recurring or fixed program costs for multiple purposes, such as to support Program Life Cycle Cost Estimates (PLCCEs), Service Cost Positions (SCPs), Acquisition Program Baseline (APB) updates, long-term program budget estimates, Program Objective Memoranda (POM) Inputs, or operating cost baselines.  
  • Assist with system development costs, system engineering costs, test and evaluation costs, ship design costs, ship construction costs, GFE system costs, system integration costs (physical and software), installation and removal costs, disposal costs, and infrastructure costs.
  • Gather and assess relevant data to support estimating efforts.
  • Provide Earned Value Management Systems (EVMS) guidance.
  • Assist with the development, implementation, and surveillance of earned value management systems (EVMS) on DDG 51 shipbuilding contracts to ensure compliance with applicable policies and provide the Program with reliable cost and schedule data.  
  • Provide expertise on EVMS policy, including proposed policy changes, and shall assess program impacts resulting from policy guidance changes, and implement new guidance as required.
  • Assess and track shipbuilder (or other government vendor) corrective actions reports (CAR), corrective action plans (CAP), and analyze their progress and effectiveness.
  • Assist with Integrated Baseline Review (IBR) 
  • Participate and support baseline adjustments including OTB/OTS and other baseline review events as required.  This person will provide support for planning, managing, facilitating, conducting, and documenting appropriate Earned Value Management (EVM)s reviews. This person will assist in resolution of identified issues and deficiencies cited in the review.
  • Maintain and track shipbuilder Integrated Performance Management Report (IPMR) submissions within the Office of the Secretary of Defense (OSD) Earned Value Management Central Repository (EVM-CR), including support for legacy Contractor Performance Report (CPR) and Integrated Master Schedule (IMS) submissions.  
  • Support development, coordination, and review of CSDR requirements for DDG 51 prime contracts. Support any working group or Integrated Product Teams (IPTs) to collect cost data.  
  • Develop, update, and maintain the DDG 51 Program CSDR Program Plan, Contract Plan(s), and Resource Distribution Tables (RDTs) in accordance with DoD 5000.04-M-1.  Using MIL-STD-881C, This person will create CSDR plans for the Cost and Data Enterprise (CADE), formerly Defense Cost and Resource Center (DCARC), which are tailored to a useful level of detail by using technical knowledge of the DDG 51 program.  
  • This person will review and analyze IPMR, CPR, IMS and Supplemental cost and schedule submissions to assess reporting requirements and contractor performance. This person will prepare Contract Data Requirements List (CDRL) submission response letters in a timely manner.
  • Earned Value Management (EVM) & Production Analysis
  • Assess contract performance, cost, and schedule baselines and EACs, and determine potential impacts to the program. 
  • Identify performance trends, including risk-based analyses with confidence levels on cost and schedule projections.
  • This person will conduct cost analysis, as requested, to support programmatic decisions.  These analyses include, but are not limited to:
    • Economic Order Quantity (EOQ) Effect Analysis.
    •  Rate Analysis
    • Trend Analysis
    •  Program/System Historical Data Comparisons
    • Cost/Benefit Analysis (CBA)
    • Historical/Appropriation Based Financial Analysis
    • Review and Assessment of Financial Execution/Actuals
    • Impact Assessments (such as changes in production rates or delivery schedules)
    • Analysis of Alternatives (AoA) 
    • Business Case Analysis (BCA) 
    • Return on Investment (ROI)
 
Position Requirements

Required Education, Experience, and Skills:

  • Bachelor's Degree in Business, Mathematics, Statistics or other related field from an accredited insitution.
  • Certified Cost Estimator / Anlayst (CCE/A)
  • 10 years experience of DoD/Navy cost estimating
  • DoD / Navy cost analysis experience for APB, CARD, DAB, MYP certification, POE development and support for ACAT 1 program
  • An active Secret security clearance.

 

Preferred Education, Experience, Skills:

  • Master's Degree in Mathematics, Statistics or other related field from an accredited institution. 
  • CDAWIA Level III BFM and Cost Estimating.
  • Over 10 years experience of DoD/Navy cost estimating.
  • Shipbuilding program, ACAT 1 program, PARM cost experience; GFE cost development; 7300 development; Knowledge of DoD/ Navy Budgeting processes.
