We are searching for a Program Acquisition Lead to join our team in Washington, DC ! The ideal candidate will:

  • Assist in the development of DDG 51 program acquisition strategies and shall assist in developing required plans, concept papers, white papers, and senior level briefings. 
  • Provide support for associated action and milestone planning and tracking, project planning and progress, program metrics establishment and tracking, and active participation in designated meetings and milestone reviews.
  • Plan and execute DoD multiyear procurement (MYP) statutory and regulatory requirements and timelines.
  • In support of DDG 51 MYP planning, This person will develop and implement an internal MYP review and execution schedule to support acquisition and contract milestones.  The internal schedule shall include a timeframe for applicable PMS 400D branches, NAVSEA 05, and other stakeholders to review and provide comments on milestones.
  • Plan and support all reading sessions, PM reviews, and any ad-hoc meetings, if applicable, and serve as the Navy's point of contact providing guidance and schedule adherence for all reviews.  
  • Support acquisition associated data calls for PMS 400D contracts to include development of responses and supporting documentation.
  • Develop, update, and maintain all facets of program acquisition reporting.  This includes program archives and supplementary/supporting information.   This person will provide an audit of any changes in program reports from prior to current version.  
  • Assist in the development, updating, and maintenance of program acquisition reporting documentation, including, but not limited to, Acquisition Program Baseline (APB) updates, APB performance checks (required at each budget submission), APB Change Reports, Program Deviation Reports, Defense Acquisition Executive Summary Reports (DAES), Selected Acquisition Report (SAR), Government Accountability Office (GAO) Assessments, GAO Budget Justification Reviews, and the Annual Assessment of Selected Weapons Program Report, and DoN Gate reviews.
  • Develop draft reports, coordinate responses, input data into relevant IT tools, and maintain all backup documentation and related documents.
  • Maintain change tracking and version control.  
  • Maintain access to Acquisition Reporting, and related business systems as necessary, to assist in the development of acquisition reporting.  
  • Analyze statutory and regulatory reports relevant to the DDG 51 program and provide analysis and recommendations for budgetary and acquisition impacts as a result of legislative and statutory changes.  
  • Maintain access to and leverage proficiency in various acquisition reporting systems (e.g. Navy ASN(RDA) Information System (RDAIS) and OSD A&S  Defense Acquisition Management Information Retrieval (DAMIR)  to routinely monitor and prepare acquisition reporting updates  in accordance with Government approved funding and execution plans.
  • Provide contract administration support for PMS 400D contracts including, but not limited to: development of documents, coordination and tracking of efforts between branches, and development of products to support various data requests and reporting requirements. Areas of effort include the contract modification process, Ship Production Review planning and execution, Award Fee Board (AFB) execution and review process, and Contractor Performance Assessment Report (CPAR) for design services and shipbuilding contracts.  
  • Maintain associated SPR documentation and briefs in support of the SPR process.  
  • Coordinate the Award Fee Board (AFB) review process in accordance with the terms and conditions of the applicable design service and shipbuilding contracts.  
  • This person will prepare and copy briefing materials based on Government inputs in support of the CPAR and AFB process.
  • Coordinate development of CPARs for DDG 51 applicable design service and shipbuilding contracts in accordance with current CPAR guidelines. 
 
Position Requirements

Required Education, Experience, and Skills:

  • Bachelor's degree in a related field from an accredited institution.
  • 10 years of professional experience in program acquisition planning and execution for major DoD/DoN ACAT program
  • A minimum of 5 years of supervisory experience,  DoD/DoN acquisition system expertise; experience communicating with PM/ SES / Flag level 
  • An active Secret security clearance.


Preferred Education, Experience, and Skills:

  • Master's Degree in a related field
  • Project Management Professional (PMP); or DAWIA Level III Acquisition Certification
  • Experience with DoD/DoN procedures and Policies (DoD 5000 process)
