Procurement Manager I - Purchasing and Contracts

Richmond Behavioral Health Authority is seeking a committed and professional Procurement Manager I who will be responsible for managing and directing all activities of procurement including the direct supervision of 2 staff. The candidate will also perform critical and advance procurement services for various Divisions within the Authority by assisting agency staff in the procurement of goods and services required to meet their operational goals and the Authority's mission; and ensures that al procurements are done in accordance with the Virginia Public Procurement Act, and the Authority's purchasing policies and procedures. This position is one of three that oversees the posting to the Authority's Procurement webpage, and co-administers the Authority's small purchase credit card program. The position has access to the Commonwealth of Virginia's electronic procurement system (eVA). Work is performed under the general direction of the Chief of Administration.

Essential Functions

Candidate should have demonstrated ability to perform complex procurements (i.e. construction, complex service agreements, and customer service issues). Candidate, shall have the responsibility for determining the appropriate method of procurement for goods and services and coordinate, research, and develop Authority solicitations. In addition, candidate shall provide guidance, training and give advice to Authority entities on the process of evaluating bids and proposals; and review and analyze the bases for award/non-award decisions. Candidate will plan, coordinate, and conduct pre­ bid/pre-proposal conferences; identify cooperative procurement opportunities; participate in negotiation sessions with potential vendors; prepare various correspondences; and perform contractor administration activities. The Candidate will respond to requests for information under the Freedom of Information Act; reviews  requests for changes/modification to contracts and oversees the preparation of the monthly Finance Committee Procurement Reports and may attend Finance, Board of Directors, and Administrative meetings, in Supervisor's absence. The candidate will serve as back-up to the General Services Coordinator Supervisor. Performs other work as required.

 

 
Position Requirements

Education and Experience

Bachelor's degree in Business or other related field, or equivalent and experience, is preferred. Working knowledge of Policies and Procedure and Virginia Public Procurement Act in a procurement office, or equivalent.

Special Requirements

Possess a Virginia Contracting Officer (VCO) certification. The incumbent will obtain certification as a Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification within two years.

Starting Salary Range Salary commensurates with experience.
