We are seeking a Senior Analyst/Program Manager to support our growing portfolio of work supporting HUD grantees. In particular, Cloudburst is seeking a candidate who can support state and local governments who have received HUD disaster grants. Such support includes meeting grant conditions, developing policies and procedures, public engagement, subrecipient and contractor management, and complying with the cross-cutting and administrative requirements of HUD grants.

The successful candidate will join Cloudburst’s growing housing and community development team to provide technical assistance to all HUD grantees, support all HUD programs, and engage directly with state and local HUD grantees. The successful candidate will be placed as a Senior Analyst or Program Manager depending on experience and qualifications.

THE IDEAL CANDIDATE WILL BE ABLE TO:

  • Support communities preparing for, responding to, and recovering from disaster events to effectively plan for the use of grant resources and assure compliance with funding requirements.
  • Apply theoretical and practical project management knowledge to support meeting clients’ goals and objectives
  • Work directly with project teams to define the scope, schedule, and budget of technical assistance engagements that work to support communities to design and implement housing, homeless, and community development programs
  • Manage projects to ensure budgets and timelines are met and work streams are executed effectively
  • Ensure effective communications among the team and with the client to provide support and direction to project teams, monitor and report on progress, implement and manage change when necessary to meet project deliverables
  • Oversee SMEs, Analysts, and subcontractors to complete training series, direct community engagements, and develop tools and products
  • Coach and support junior staff on project elements and management processes
  • Leverage familiarity with Department of Housing and Urban Development funded programs and requirements to propose viable solutions to our clients
  • Other duties as assigned, dependent on organizational needs and employee skills, including limited travel
 
Position Requirements

REQUIRED SUBJECT MATTER KNOWLEDGE/EXPERIENCE

  • Minimum Bachelor's degree in a related field, advanced training, or equivalent experience and at least eight years of related experience or Master’s degree with at least six years of experience.
  • At least five years of the related experience must be administering HUD CPD grants (CDBG specifically) for a state or local government as an employee or contract staff. This experience must reflect a day to day responsibility for overall compliance with grant requirements and broad administrative duties.
  • Experience working in disaster preparedness, response, recovery, resilience.
  • In-depth knowledge of CDBG and CDBG-DR programs and the cross-cutting requirements of HUD grants including the uniform administrative requirements, environmental review, procurement, and subrecipient management.
  • Theoretical and practical project management knowledge; including at least three years of direct project management experience
  • Experience in strategic planning, risk management, or change management
  • Experience in strategic planning, risk management, or change management
  • Working knowledge of HUD reporting systems including IDIS and DRGR.
  • Working knowledge of HUD CPD formula grant programs: CDBG, HOME, ESG, HOPWA.
  • Demonstrated interest in social impact and community development
  • Ability to prioritize concurrent tasks while working under strict deadlines in a fast-paced environment
  • Ability to work on remote and in-person teams
  • Willingness to learn new skills and programs
  • Excellent oral and written communication
  • Exemplary interpersonal skills
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), Google apps (Gmail, Chat, Meet, Drive, Docs, Sheets, Slides), remote collaboration and communication tools such as Dropbox and GoToMeeting, and project management tools such as Asana.

Desired Experience

  • Direct administration or management of federally funded infrastructure, housing, and economic development programs.
  • Experience with other federal, state, and local disaster funding such as SBA and FEMA.
  • Recent hands-on experience in DRGR including action plans, QPRs, draws, receipts, and the use of MicroStrategy reports.
  • Quality working relationships with HUD headquarters or field career staff.
  • Professional proficiency in Spanish
