POSITION SUMMARY: BASIC FUNCTION

The Director of Purchasing is responsible for managing the daily activities of the purchasing department, oversight of the construction department’s Owner Furnished Contractor Installed (OFCI) procurement and General Contractor agreements. Responsibilities include employee development, vendor pricing, contract negotiation, develop and maintain vendor management program, develop, and track department KPIs to meet company objectives as well as maximize financial performance. The Director of Purchasing is an essential part of our business. They must work with additional departments to ensure their procurement needs are met, while maximizing vendor relationships and financial performance of the company.

ESENTIAL DUTIES & RESPONSIBILITIES:

  • Establish, maintain, and report on measurable performance metrics for all levels of procurement activities. This includes but is not limited to supplier performance, supplier quality, internal order placement performance, buyer activity levels, and purchasing cost savings.
  • Negotiate long term national contracts to support multi-site procurement.
  • Strategically develop and implement commodity/supply chain strategies that cover all commodities, services, and supplier processes throughout the organization to deliver maximum value, leverage, and standardization.
  • Establish and manage Operational Inventory Program to ensure operations has the proper equipment & material to support customer SLAs.
  • Establish and maintain Vendor Management Program, including a Vendor screening process and Vendor performance review.
  • negotiate commercial terms for vendor MSAs.
  • Manage and develop purchasing staff to support department initiatives and processes.
  • Establish and maintain purchasing best practices and procedures, including but not limited to RFP process, bid leveling, ethics, etc.
  • Oversight of Construction General Contractor and OFCI Equipment purchases made by the construction department.
  • Oversight of Vendor Managed Inventory Program.
  • Ensure that purchasing controls are established, enforced, and maintained.
  • Track, report, and drive cost saving efforts to maximize financial performance of the company.
  • Develop and maintain vendor relationships.
  • Address issues such as (e.g. change orders, late deliveries, disputes, invoice accuracy, etc) with suppliers. Investigates, responds, and brings closure to suppliers, Buyer’s Agent, or other internal NTT GDC Americas, Inc. stakeholders.
  • Work with construction to renegotiate, extend options, renew, and discontinue supplier framework agreements. Make sure required and issue equipment orders are under those framework agreements.
  • Analyze industrial trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and capture industry best practice.
  • Performs other duties as assigned.

  • Oracle procurement and Purchasing Manager modules.
  • Basic knowledge of Construction Materials & Data Centers.
  • Basic knowledge of IT systems and infrastructure.
  • Working knowledge of MS Windows / Office programs including Word, Excel, and PowerPoint.

KNOWLEDGE, SKILLS & ABILITIES

  • Must demonstrate a working knowledge in best practice procurement processes, negotiating purchase order terms, conditions, pricing, cost reductions, supplier qualification processes, vendor selection, account development, logistics, and sourcing.
  • Must have overall knowledge of Data Centers.
  • Ability to work in a team environment.
  • Ability to remain even-tempered and able to work through conflict with others.
  • Manages stress and/or fast pace effectively.
  • Excellent written and verbal communication skills.
  • Able to be highly confidential.

EDUCATION & EXPERIENCE

  • Bachelor's Degree in Supply Chain, Business Administration, or relevant field.
  • Minimum of seven years of procurement required; five years in a management role; five years in mission critical/data center preferred.

 

 
Position Requirements

PHYSICAL REQUIREMENTS

  • Familiarity with construction sites, factory hazards and ability to navigate project sites safely and in control.
  • Primarily walking, standing, and bending with some sitting.
  • Able to hear and speak into a telephone.
  • Close visual work on a computer terminal.
  • Dexterity of hands and fingers to operate any required computer keyboard, mouse, and other technical instruments.
  • Able to lift and carry up to 25 lbs.

WORK CONDITION

  • Must be comfortable working in a highly critical, fast paced environment with shifting priorities.
  • Must be available by phone during assigned work schedule, as well as after hours for emergency situations.
  • Must be willing to work outside normal business hours, including weekends, late nights, holidays, and on-call support.

SPECIAL REQUIREMENTS

  • Periodic (est. 10%) national travel to NTT jobsites, vendor facilities, and industry events.
  • This role is expected to be remote with an occasional need to be on-site in a shared space.
  • Must maintain a current, valid state-issued driver’s license.
