Community Planner 

Description

Employee in this position will have an interest in community planning, including the relationship between policy, economic investment, housing, the protection of our natural and cultural resources, and the design of the built environment. The candidate will play a key role in implementing the Blueprint 2028: Comprehensive Plan, including area and corridor planning, ordinance writing, preservation planning, economic development, development review, and related functions. Candidate should possess a thorough understanding of the principles of placemaking and human-oriented design, graphic and verbal communication skills, and design aptitude, including familiarity with the charrette process.

Reporting Structure:

Position receives supervision from the City Planner; essential duties will also involve collaboration with other City of Thomasville departments including Main Street, Engineering, and Building departments.

  • Assists with long range planning efforts; including master plans, illustrative plans, and revitalization plans at the scale of the City, district, neighborhood, corridor, and block.
  • Prepares and manages local investment and redevelopment plans, including Urban Redevelopment Areas (URA) and Redevelopment Area Strategies (RAS), among others.
  • Promotes economic development strategies for Federal Opportunity Zones, including infill housing construction and other neighborhood-scaled uses.
  • Performs planning related research of a specific or general nature. Writes and presents formal and technical reports, working papers, and correspondence.
  • Conducts meetings with citizens, private developers, and local organizations regarding community development and neighborhood revitalization.
  • Actively participates in community-based charrettes in order to resolve complex issues.
  • Coordinates and follows up with appropriate committees, departments and agencies to ensure desired results and completion of projects.
  • Interpret the city's regulations, plans, and policies for elected and appointed officials, citizens, and the business community. Writes staff reports and notifications.
 
Position Requirements
  • Graduate degree from an accredited planning school in urban or regional planning is preferred. A graduate degree in urban design, architecture, landscape architecture or similar professional field is acceptable.
  • Knowledge of comprehensive and master planning concepts, new urban design principles, and form-based coding.
  • Thorough understanding of one or more standard graphic and spatial design tools, including: ArcView/ArcGIS, Adobe Creative Suite, SketchUp, AutoCAD, or similar.
  • Hand drawing and sketching ability is a plus.
  • Ability to read and interpret concept plans, zoning maps, site and building plans.
  • Ability to work in an interdisciplinary environment and promotes a collaborative and innovative culture.
  • Ability to produce accurate and detailed products on time and with minimal supervision.
  • Ability to deal courteously and diplomatically with the general public.
  • Ability to communicate clearly and concisely, orally, graphically and in writing.
  • Ability to attend evening meetings is mandatory.
  • Certification / accreditation through the American Institute of Certified Planners (AICP) Congress for the New Urbanism (CNU), US Green Building Council (USGBC-LEED), or similar is preferred.
  • Knowledge of Georgia land use laws and local regulations.
