Koniag Government Services is seeking a GIS Developer for the Bureau of Land Management (Department of the Interior). Some of the primary roles of this position is building geospatial display and query applications that provides solutions to challenging environmental and Natural Resources problems throughout the US. Some of the focus areas include land and resource information on wildfire risks, wildlife management, recreation lands preservations, and National Conservation Lands. The GIS Developer must also be familiar with various types of geospatial datasets relevant to natural resources, wildlife, soils, forest, vegetation to also include items such species locations, Natural Land boundaries, and Scenic Rivers – just to identify a few.

Geospatial applications developed and maintained could focus on land surface analysis, regional vegetation types, wildfire risks, and ecosystem restoration. The BLM creates and maintains a variety of programmatic data collectively referred to as BLM National Data. This multitude of data sets help support the BLM mission to manage and conserve public lands, national monuments, and conservation areas.

The successful GIS Developer will be working with a team of GIS professionals. Applicants must have strong fundamental ESRI suite of product skills in developing high-quality geospatial solutions including desktop and web mapping applications.

GIS Developer Tasks:

  • Design custom geospatial applications to increase the functionality of standard ESRI software
  • Automate GIS data Functions
  • Integrate Databases/Understanding of Enterprise Geospatial Database design
  • Create public-facing web maps and data management/hosting applications
Position Requirements

Education, Knowledge, Skills::

  • Bachelor's Degree in Geography/GIS, Environmental Science, Forestry/Agricultural Sciences, etc.
  • Hands-on experience with ESRI suite of products/ESRI Application development
  • Experience developing ArcGIS desktop and web applications
  • Automating geospatial tasks through scripting
  • Programming experience with Python, JavaScript highly desired
  • Experience within or administering ESRI ArcGIS Server environment (installing, updating, configuring ArcGIS Server)
  • An understanding of ArcGIS Online and ArcGIS Portal
  • Other Important ESRI GIS Skills:
    • In some instances, the contractor will be required to research/discover publicly available spatial data for web mapping applications
    • The contractor may also be required to develop, process, or generate the necessary spatial data
    • Data development tasks may include working with tabular, graphic, or spatial data.
  • Comfortable with ESRI data types (Geodatabases, Shape Files) and ESRI files (.mxd)

Required Technical Competencies:

  • ArcGIS Enterprise infrastructure including ArcGIS Server, Portal for ArcGIS, ESRI Web App Builder Developer, ArcGIS Online, ArcGIS Data stores.
  • Fluency in ESRI suite of products (ArcDesktop)
  • Create, modify, maintain custom scripts for automated GIS processes and GIS in the Cloud
  • Familiar with Agile


Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, perform simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move items that weigh up to 25 lbs. Specific vision abilities required for the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
