Position Human Resources Director  
Description

This is a management position responsible for managing, directing or administering all of Kaukauna Utilities' and the City of Kaukauna's human resources,labor related and safety activities. General responsibilities include but are not limited to participating in managing or adminstering employee compensation and benefit programs, recruitment and on-boarding, maintaining personnel records, ensuring compliance with state and federal laws and regulations, labor negotiations, maintaining collective bargaining agreements and coordinating human resource department activities. Along with the responsbility of the Communications Coordinator.

  • Conducts recruiting activities for City and KU positions including but not limited to preparation of advertisements; screens applications; selects and/or designs and administers employment or promotion tests and selection procedures; prepares/conducts interviews; conducts reference and background checks; performs additional follow-up in accordance wiht necessary on-boarding.
  • Administers employee compensation programs and oversee employee performance approaisal system. Conduct surveys and job analyses to developjob descriptions and recommend appropriate pay ranges.
  • Ensure compliance with all applicable State and Federal human resource laws and regulations involving employment and safety in the workplace as well as areas of labor law including but not limited to, ADA, FMLA,EOE, HIPPA, FLSA, harassment and discrimination by training, managing, investigating andresolving related issues.
  • Oversee the Communications Coordinator position which includes the strategic commuiications for KU and the City through utilizaiton of social medial tools and resources.
  • Manage/administer personnel policies; develops and implements new personnel policies as needed.
  • Oversee and manage all employee benefit programs (Health, Dental, Life,WRS, Deferred Compensation, FSA, HRA) along with communications to employees.
  • Oversee the proper maintenance of personnel records and information, and manage access to personnel files.
  • Develops, maintains and implements Family and Medical Leave Act policy.
  • Responsible for Workers' Compensation Program.
  • Analyze data and compile reports required by regulatory agencies or requested by administrative staff.
  • Provide advice and information to Kaukauna Utilities Commissioners, City Alderpersons, managers, staff, and employees regarding human resources issues.
  • Manage staff development training and employee safety programs.
  • Perform duties of Safety Director working closely with MEUW Safety Coordinator by maintaining a safe utility workplace under utility safety programs and compliance with regulations.
  • Oversees the retirement, separation, termination,and exit process for employees.
  • Oversees the administration and annual reporting for the drug and alcohol testing program for DOT & Non-DOT employees.
  • Negotiates labor contracts with the Labor Attorney and City represented employees. Administers labor grievances, mediation and arbitration. Researches and develops salary and benefit data to assist in effective labor negotiations. Reviews and drafts labor contracts.
  • Develop annual Human Resources budgets and take action to ensure budget compliance.
 
Position Requirements
  • Bachelor's degree in human resources, labor relations, public or business administration or related field.
  • Minimum of seven years Human Resources experience. Thorough knowledge of Wisconsin labor law and personnel practices, collective bargaining and employment law.
  • Thorough knowledge of the laws, statutes and regulations pertaining to labor relations, employee recruitment, hiring, discharge, record keeeping, training and benefits.
  • Thorough knowledge of personnel administration techniques and practices.
  • Must possess critical thinking skills and strong interpersonal skills.
  • Must possess the ability to accept a wide variety of responsibilities.
  • Ability to advise and provide interpretations to others on how to apply policies, procedures, and standards to specific situations.
  • Must have strong leadership/supervisory skills.
  • Must have strong communication skills and the ability to work with all levels within the organization.
  • Skill in conducting interviews and selecting the most qualified applicant.
  • Skill in maintaining and updating records and documents.
  • Ability to evaluate human resources issues, prepare comprehensive reports and develop recommendations on all matters related to personnel administration.
  • Ability to effectively communicate and present written and oral ideas.
