Description

General Position Summary & Responsibilities:

The Facility Manager reports to the Regional Director of Operations. The Facility Manager is responsible for adhering to the environmentally sound, safe, cost effective, and efficient operation of all facility equipment as set forth by the Regional Director of Operations while ensuring that all of his/her efforts are compliant with the company Health, Safety, and Environmental standards. Duties include overseeing and ensuring the success of all operations, inventory accuracy, comprehensive preventative maintenance programs, supervision of associated personnel and equipment, and responsibility for production volumes, efficiency and operating costs.

The Facility Manager should possess knowledge of machines and tools including their designs, uses, repair, and maintenance, as well as knowledge of raw materials, production processes, quality control, and techniques for maximizing operational efficiency.

This position operates under flexible parameters. The primary goal of this position is to achieve excellence in all facets of the position.  Providing the highest quality product safely, effectively and efficiently, while reducing the occurrence of accidents and errors, and increasing profits.

Job Scope     

Environmental and Health & Safety (H&S)

Responsible for safety and environmental compliance across all operations within assigned facility.  In conjunction with the Safety Director and Safety Coordinators, leads safety improvement activities and is an active and engaged participant in Alter’s safety program.

Strictly adheres to all Alter Health, Safety, and Environmental standards.

Provides a safe environment for all employees, customers and visitors.

Operational Performance & Best Business Practices

Oversees management of production and maintenance within assigned facility across multiple shifts. To include staffing, performance management, training and development, and associated personnel decisions.

Forecasts monthly production and sales with the Regional Director of Operations, in conjunction with the Marketing group, to ensure facility goals are met.

Ensures that negotiated production levels are met, and maintained for all departments.

Reviews maintenance procedures and record keeping for all production equipment.

Investigates to clarify, validate, test and analyze operational data for accuracy and validity.

Uses metrics including tons/hour, lbs./hour, downtime percentage, NF pounds recovered, operating costs, etc. to measure performance and quality of operations.

Prepares and monitors monthly operating costs for facility.

Ensures outbound product standards are met for applicable customer specifications.

Identifies, quantifies and drives evaluation of new technology for future implementation at the facility. Participates fully in company-wide committees on management of operations.  Shares own and implement others’ best practices to improve performance.

Assesses the effectiveness of transportation and other sub-contractors.

In conjunction with Transportation staff, manages trucking and rail transportation activities related to shredding operation.

Monitor operations to ensure employees adhere to established policies, procedures, safety guidelines, and state and federal regulations, providing guidance or counseling when needed.

Performs other responsibilities as assigned or directed.

Equipment & Maintenance

Oversees preventative and emergency maintenance activities for the facility equipment in order to improve both availability and costs.

Monitors and inspects allocated department equipment to ensure all assets are working within stated guidelines.

Inventory and Quality Control

Maintains accurate inventories to uphold compliance with all internal and P3 controls and requirements, in conjunction with Corporate Finance Group.

Maintains communication with Marketing Department to confirm forecasted purchases/sales are being met and material is shipped in a timely fashion.

Collaborates with Marketing Department to market out of specification material to eliminate quality complaints, rejections and avoid downgrades.

Adheres to internal and external customer specifications for materials

Budgeting

Operates facility within established operating, and CapEx budgets, and makes recommendations for capital expenditures; taking into account operational needs, equipment condition, environmental priorities, and ability to sustain business operations and growth.

Internal Control Responsibilities

Supports the Company’s Internal Control process which includes understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to better relate to the business.

            Communicates upward problems in operations, noncompliance with the code of conduct, or other policy violations or illegal actions.

Supervisory Responsibilities

The Facility Manager directly supervises the departmental supervisors within the assigned facility, with indirect responsibility for all employees assigned to the facility.

Interpersonal Contacts

Direct contact with Regional Director of Operations, operations supervisors and employees, suppliers, customers and vendors. Face-to-face and radio communication required daily.

Job Conditions

This position is occasionally exposed to all weather conditions. Physical hazards such as noise, fumes, and dirt are present due to the equipment, machinery, and scrap as would be found throughout the scrap yard.  Safety shoes, hearing protection, respirators, face shields, and additional personal protective equipment as needed, must be worn to eliminate the risks associated with these hazards. Travel is not required for this position.

Handling multiple issues regarding safety and maintenance increases pressure. Work load may be unpredictable and pressure can be substantial during peak times.  Critical deadlines require considerable adaptability. Disturbances of work flow and/or irregularities in work schedule are expected and occur on an intermittent basis.  Extra hours may be required, sometimes on weekends, weekdays, and holidays.

Physical Activities Required to Perform Essential Functions

Ability to: sit, stand and walk frequently on uneven ground and throughout the yard; lift and carry up to 50 pounds occasionally.  Some computer work is necessary requiring visual acuity to perform close detail work and documentation. Mental dexterity needed as the Facility Manager will work independently while demonstrating attention to detail and continuous awareness. Must have the ability to communicate in a professional manner by phone, e-mail and in person with all levels of internal personnel and business contacts.

Education/Experience:

Associates or Bachelor’s degree preferred.  Must have 5-10 years’ experience in metals recycling operations or heavy manufacturing environment, with 3-5 years supervisory experience.  Must be familiar with operations, mechanical, electrical, hydraulic systems and heavy equipment.  Position is outside in all weather conditions in a heavy manufacturing environment and successful candidates should have hands-on operations experience as well.    Excellent open communication style required to carry out responsibilities with all level employees.  Travel less than 10%, however, must have valid driver’s license.

Position Requirements

Education/Experience:

Prefer Associate or Bachelor’s degree in business, accounting, management or other related area and at least 5 years industry experience including supervisory experience.  Must have excellent open communication style to carry out ongoing dialogues in a way that creates trust and confidence within all levels of the company as well as with external vendors and customers.  Ability to travel occasionally to other facilities or customers as needed.  Candidates must possess a valid driver’s license.
