Description

GENERAL DESCRIPTION OF POSITION

Provides administrative services under the general supervision of the Executive Director for 11 congregate care facilities and 10 apartment programs. Is responsible for the overall operations of all Pathfinder, Inc. Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) and overall program operations of Residential Waiver Services. Participates in admission referrals and ensures the provision of services for both programs. Ensures both departments meet required DHS/CARF/OLTC/PASSE regulations. Monitors all ICF/IID and Residential services. Coordinates with PASSEs to assure appropriate services are approved and rendered accordingly.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Develop and implement policies and procedures as needed for the operation of the programs and ensure DHS/CARF/OLTC/PASSE regulations compliance.
  2. Supervises all staff assigned to the ICF/IID and Residential Services Departments and insures that all Pathfinder, Inc. policies and procedures and state and federal regulations are adhered to by all staff.
  3. Ensures job orientation and in-service training to all administrative and professional staff that is focused on the developmental, behavioral, and health needs of the ICF/IID clients, either directly or indirectly through designated staff.
  4. Prepares budgets for all program components assigned to each department.
  5. Tracks expenditures and revenue to ensure that established budgetary goals are met.
  6. Oversees the delivery of care, training, and habilitative services in all residential facilities assigned to the department.
  7. Ensures the qualities of services are maintained through a variety of monitoring procedures, including: on site visits and review of documentation.
  8. On call for emergencies reported by Managing Directors.
  9. When needed, participates in the development of plans of correction and operational plans, as they relate to the operation of the programs.
  10. Assures all facilities are maintained in a safe, peaceful and clean condition.
  11. Maintains HUD waiting lists and files, inspections, and certifications and ensures that HUD requirements are met.
  12. Ensures that all OLTC licensure and certification, DHS policies and procedures, PASSE requirements, and CARF accreditation criteria are met on an ongoing basis.
  13. Participates in strategic planning and the development of policies and procedures for the organization.
  14. Provides direct supervision to Managing Directors and office staff.
  15. Participates in special state level task groups and organizations.
  16. Ensure the facilities maintain a high level of occupancy and that as vacancies occur, they are filled as soon as possible.
  17. Provides for ongoing training, technical assistance, and support for all levels of staff within the Department.
  18. Creates and maintains a team environment in order that Residential Services, supported living, ICF/IID Programs, consultants, and other programs function in an integrated and cooperative manner.
  19. Performs any other related duties as required or assigned.
 
Position Requirements

Bachelor's Degree in Human Services or related field plus 5 years related experience and 5 years related management experience.

Meets the qualifications for QDDP/QMRP as defined by DDS Quality Assurance Licensing and certification standards.

Valid Driver’s License, current auto liability insurance and registration and be physically able to drive to various locations in Arkansas.
