The ideal candidate will support the Littoral Combat Ships (LCS) program. LCS is an in-service ship program with new ships in construction. LCS delivers capabilities across multiple mission areas and the ability to operate flexibly in the littorals, employing manned and unmanned systems. The staff will be headquartered in Washington, DC at the Washington Navy Yard with some staff and travel taking place at work locations in Marinette, Wisconsin; Mobile, Alabama; San Diego, California; Mayport, Florida and Bath, Maine.

We are seeking a Post Delivery Planning and Engineering Task Lead to join our team in Washington, DC. The ideal candidate will:

  • Provide the PAPM for Technical, Test, and Acquisition expertise and experience in researching, planning, budgeting, maintaining, conducting, and executing post delivery related technical support for LCS variants.      
  • Support planning, managing, executing and reporting for all PDT&T efforts.
  • Lead the establishment of a viable test program and related level of PDT&T support to ensure that it is coordinated with all required Government Agencies, Contractors and Shipbuilders necessary to support LCS Post Delivery Acquisition Milestones/Key Events.
  • Coordinate Manning requirements with PMS 501D Test Manager and Hull Managers for all PDT&T support efforts.
  • Provide support at NAVSEA's Washington Navy Yard Facility during the Post Delivery period. Participate in Planning efforts and review Post-Delivery Work Specifications and Proposed Change Washington (PCWs). Provide onsite support during Planning Reviews, Shipbuilding Production Progress Conference (SPPCs), and Trials, as required.
  • Provide support of Post Shakedown Availability (PSA) Planning and Execution on the waterfront.
  • Provide Post Delivery Hull Support Management, including onsite during availabilities, and be the focal point for PSA planning and execution efforts.
  • Support Post Delivery Trial Cards Management.
  • Support Post Delivery Hull Engineering.
  • Prepare funding metrics to support the PMS 501 PAPM for Post Delivery and acquire Post Delivery cost information for all Post Delivery contracts.
  • Track all Post Delivery funding issued by Business Financial Manager representatives for the correction of deficiencies and completion of deferred work for Post Delivery availabilities.
  • Maintain and update a Work Package (WP) for out-year hulls using PDMS.
  • Assist in the development of Independent Government Estimates (IGEs) for Post Delivery Engineering Changes and Additional Work items to be accomplished during Post Delivery for both LCS ship designs.
  • Manage the development and updates of the Post Delivery work package tracking databases.
  • Maintain a web-based, NETWARCOM approved, Post Delivery Database.
  • Assist in developing yearly budget estimates and exhibits for LCS Post Delivery.
  • Review and provide Post Delivery input for Post Delivery acquisition strategy, acquisition documents and PEO and Program Office reporting requirements and requests for information.
  • Assist in the tracking of Post Delivery contract awards, modifications and Award Fee criteria metrics.
  • Coordinate Contract Data Requirement List (CDRL) receipt and distribution, monitor review cycle for data evaluations and development of disposition letters with PMS 501 Data Management Support Services Contractor.
  • Review Post-Delivery Work Specifications and PCWs.
  • Support Post Delivery Configuration Management (CM).
  • Support Post Delivery Test and Trials (PDT&T) Waterfront Liaison.
  • Provide On-Site PDT&T and FCT Mission Area Subject Matter Expert (SME) Support and Coordination.
  • Provide FCT Readiness and PDT&T Schedule  and Integration Coordination Support.
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor's degree from an accredited institution in a related field.
  • Minimum 10 years experience with Post Delivery Management on DoD/Navy Ship Programs  
  • Minimum of 5 years supervisory experience
  • Willing to travel 30-50% of the time
  • US Citizenship is a prerequisite
  • An active DoD Secret security cleaarance.

Strongly Desired:

  • Direct experience with a NAVSEA shipbuilding program
