The ideal candidate will support PEO USC. The Navy's PEO Unmanned and Small Combatants (PEO USC) designs, develops, builds, maintains and modernizes the Navy's expanding family of unmanned maritime systems, mine warfare systems and small surface combatants. 

We are seeking a Corporate Operations / HR Task Lead to join our team in Washington, DC. The ideal candidate will:

  • Support the implementation of NAVSEA and Navy/DoD initiatives such as Human Capital Strategic Implementation.
  • Provide strategic and analytical support by planning, implementing, and tracking progress against goals and metrics established in the PEO USC Human Capital Strategic Implementation plan.
  • Compile and summarize data required by the Human Capital Strategic Implementation Plan.
  • Assess the structure and resources with respect to evolving requirements and recommend modifications to the organization, functional areas and support documents.
  • Provide Organizational Strategy support to PEO USC Leadership on efforts to effectively and efficiently align its structure, personnel, and processes to execute evolving and growing mission demands.
  • Leverage strategic planning capabilities to assist leadership with long-term resource and operations planning in alignment with budget requests and constraints.
  • Conduct organizational assessments to identify important areas for growth and improvement and provide actionable recommendations and implementation plans, including change management and communications strategies to facilitate successful adoption.
  • Support action planning and implementation efforts as necessary.
  • Support personnel management as follows: maintaining databases, and ensuring consistency across PEO USC; assisting in establishing, classifying, and editing Position Descriptions (PD); uploading PDs into the current database; providing links to respective PDs; developing organizational charts and related documents consistent with the PEO and charter and mission/function statement; assisting with Military Personnel (MILPERS) Administrative support including fitness reports (FITREPs); military billets; billet descriptions; provide expert guidance in Military personnel matters; and assisting in developing military and civilian award nomination packages.
  • Perform analyses to determine the future need for talent across PEO USC. Based upon these future needs, support the design of an employee value proposition to build internal and external awareness of PEO USC’s brand, design a sourcing strategy to proactively identify and target specific talent pools, and implement an onboarding strategy that will follow new hires from pre-hire through their first 12 months of employment.
  • Collaborate with organizational leadership to identify and develop competency models and career roadmap guidebooks for PEO USC’s most mission critical occupations.
  • Provide training support and tracking to current Defense Acquisition Workforce Improvement Act requirements.
  • Provide the level and depth of support necessary for daily operation of PEO USC Office Staff and its program offices. 
  • Provide expert support in the operation of the Defense Travel System (DTS) to include training, operation, tracking and administration. Provide delinquency reports.
  • Assist with the payroll system.
     
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor degree (BS/BA) in related field from an accredited institution. 
  • Minimum of 10 years experience with DoD acquisition processes, in DoD/Navyprogram management, Industry or Government technical management, or Industry or Government business management.
  • Minimum of 5 years supervisory experience.
  • Minimum of 5 years experience in/with Corporate Operations Support.
  • US citizenship is a prerequisite.
  • An active Secret security clearance is required.
