Position Requirements

Minimum Qualifications:

Bachelor's Degree in Business or Public Administration (Master's Degree in Public Administration or Juris Doctorate preferred); at least ten (10) years progressively responsible municipal or local government experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Possession of a valid driver's license and acceptable driving record required.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Experience with various functions within municipal operations is highly preferred. Knowledge required in budgeting (administering and managing local, state, and federal funds), economic development, human resources, and government purchasing.

Description

Purpose of Classification:

Under general direction of the City Manager, provides support and guidance by working to achieve the goals and objectives of the Mayor and City Council. Duties may include managing City departments and personnel, acting on behalf of the City Manager when appropriate, providing customer service to citizens, and interfacing with other City employees and citizens.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Responsible for the supervision of professional, technical and clerical staff across multiple departments and functions; supervisory duties include: instructing, assigning, reviewing and planning work of others; monitoring standards; coordinating activities; allocating personnel; and recommending employee transfers; promotions, and salary increase as appropriate. Manages various city departments assigned by the City Manager. Attends, participates, and conducts high level internal and external meetings; represents the City with outside agencies; and represents the City on various boards.

Conducts one on one meetings with city staff, and consults with department and division heads to review assigned projects, resolve personnel issues, and to gather pertinent information. Responds to and resolves citizen inquiries and concerns, negotiates and resolves controversial issues; responds to City Manager, Mayor and City Council, and city management team, in a timely manner. At the direction of the City Manager, interacts with Mayor and City Council Members on a daily basis regarding City issues, programs and special projects.

Prepares, administers and monitors various budgets, including federal and state funds; and reviews and approves budget requests. Monitors work programs of various city department; reviews project development. Interprets and administers City Ordinances and applicable federal and state legislation; implements City and Council policies. Represents the City Manager. Negotiates professional services. Facilitates communication between City Manager and department directors. Interacts and meets with the public within the city offices or in the community on a regular basis. Perform as a responsible steward of the public trust and strive for excellence in public service, enhancing the quality of life for all.

Provides information to City staff, Mayor and City Council and general public concerning current or planned City activities; provides assistance to City Manager in the completion of major administration projects such as City Council retreat and budget preparation; identifies and implements administrative procedures for the City.

May assist with financial analysis reports in conjunction with budgeting process. Responsible for regular attendance, arriving to work on time and attending meetings during and after normal working hours.

Assists with coordinating and participates in a variety of meetings, forums and other public relations activities regarding program activities; communicates with representatives of relevant local, state, federal agencies, citizen advisory forums, and stakeholders, department heads, City administrators and elected officials, and provides information regarding program and project requirements, status, and other issues as needed.

Develops and implements a budget in excess of $35M for areas of assignment; recommends staffing levels, equipment, materials and other budget allocations; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
