LCS Task Lead - Business and Financial Management

We are seeking a Business and Financial Management Task Lead to join our team in Washington, DC. The ideal candidate will:

  • Provide financial and management support to LCS PMS 501 in the area of budget development, execution and reporting.
  • Assist the Program to develop current year and out year Task Planning Sheet requirements.
  • Use Navy financial tools, including Enterprise Resource Planning (ERP), NAVSEA Enterprise Planning System (NEPS), Budget Planning System (BPS), and Electronic Data Warehouse (EDW) conduct analysis, report status, and advise PMS 501 Business Financial Manager of strategies to mitigate financial risks on program close out.
  • Assist the program in responding to internal and external inquiries and requests for program information. Assist in the preparation of funding execution documents, track and analyze program financial transactions, and assist in the development of obligation phasing plans. Assist in data accumulation and provide weekly financial status reports to help and identify potential funding issues.
  • Prepare budget exhibits using Program Budget Information System (PBIS) database, including PDOCS and RDOCs and assist in identification, justification, and defense of the financial resources for both current budgets and out-year forecasts.
  • Assist in the monitoring of LCS Industry teams' Earned Value Management System (EVMS) for all ships under contract.
  • Analyze and assess contractor-submitted reports, contract performance baselines, to assist and participate in Integrated Baseline Reviews (IBRs), Over Target Baselines (OTB), Over Target Schedule (OTS)s, and other baseline review events as required. Pro
  • Perform ship design and construction, contractor and subcontractor engineering and production to include but not limited to physical progress, design progress and material procurement, schedule, and cost realism, EVMS, Integrated Master Schedule and Critical Path Analysis, shipbuilders process and progress measurement, quality assurance and testing.
  • Perform review of CPR and IMS to ensure contractor reports are submitted in an accurate and timely manner. Work with Defense Cost and Resource Center (DCARC) to ensure contractor reports meet layout for reporting purposes. Provide .HTML or .pdf copies of CPRs to program office on monthly basis.
  • Support Cost Analyses, performing a range of cost estimating functions working closely with the NAVSEA technical authority (NAVSEA 05C) to include but not limited to: Review of industry estimates and assumption methodologies in Proposed Change Washington (PCW) pricing.
  • Prepare correspondence and briefing materials to support program reviews.
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor's degree (BS/BA) in related field, (or 10 of minimum 15 years of experience was gained because of in-depth experience and specialized knowledge in the related field.)
  • Minimum of 10 years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
  • Minimum of 5 years of supervisory experience including the training and hiring of personnel.
  • Experience in/with Navy SYSCOM Business Financial Management.
  • Experience working with DoD financial accounting systems; examples include: Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), Mechanization of Contract Administration Services System (MOCAS).  
  • Experience responding to internal and external inquiries and requests for program information.
  • Experience with the Navy POM / PPBE process.
  • Some experience with EVMS for Navy acquisition programs.
  • DoD/Navy ACAT I Program experience 
  • Some experience with cost analysis for Navy acquisition programs.
  • The ability to travel to the following work locations: Marinette, Wisconsin; Mobile, Alabama; San Diego, California; Mayport, Florida and Bath, Maine.

 

Desired Education, Skills and Experience:

  • Direct experience with the LCS program or another NAVSEA shipbuilding program
  • 5 years' experience in/with Navy Shipbuilding Business Financial Management at NAVSEA
  • Experience with NEPS, NPS, and EDW.
  • Experience with EVMS for Navy shipbuilding programs.
  • Experience with cost analysis for Navy shipbuilding programs.
