Description

The Program Director, Primary Health Care manages, supervises, and coordinates the development, implementation, monitoring, and evaluation of clinical health services and programs in order to ensure the most effective use of resources, and to ensure that the needs of the clients are being met appropriately. The Director collaborates with Carlington staff to ensure that the Centre is administered effectively within the policy and planning direction established by the Board of Directors.

The Director contributes to the overall milieu of Carlington Community Health Centre, stressing innovative programming, collegial support and cooperation, and responsiveness to the needs of the community. The Director also acts as an administrative and team link between Carlington and relevant collaborative staff.

Program Director Activities

  • Through regular service planning, review and evaluation, ensures the development, coordination and implementation of services for various priority populations including those who are living with low income, unemployed, underemployed, receiving social assistance benefits and are socially, emotionally and physically disadvantaged.
  • Develops and oversees program/service plans to meet identified needs by identifying priority populations, gathering and analysing information, evaluating plans of action using both qualitative and quantitative methods.
  • Develops and implements program policies, objectives, standards and procedures consistent with the centre’s strategic plan and funding requirements.
  • Ensures regular evaluation of the program by developing criteria and by gathering and analysing information using both quantitative and qualitative methods.
  • Submits funding proposals, prepares and monitors program budgets and meets reporting requirements of program budgets.
  • Seeks additional resources for service and program delivery.
  • Ensures ongoing and regular community needs assessments.
  • Assists in the program budget preparation; prepares grant proposals as necessary; monitors and makes adjustments to ensure a year-end balanced program budget.
  • Supervises the activities of the staff on the PHC by:
    • providing direction and advice, including policy interpretation;
    • leading the hiring and selection process for these positions;
    • orienting new staff in these positions to the team and their positions;
    • scheduling staff to ensure services are covered;
    • overseeing the authorization of time cards, overtime, and leave requests;
    • providing required information to payroll and HR (e.g., salary changes, changes to FTE status)
    • conducting on-going and formal performance evaluations;
    • implementing the discipline process when required;
    • maintaining a roster of relief personnel as required.
  • Manages team advocacy initiatives to promote social change that enhances the health and well-being of individuals and communities.
  • Ensures accountability by providing statistics and reports of activities, as required, and keeping client records, as required, within the safeguard of confidentiality.
  • Manages the operations of the program by ensuring adequate resources, staffing and materials.
  • Establishes and maintains links and communication among program staff.
  • Facilitate participation of the PHC team, in the planning, coordination, implementation and evaluation of programs and services.
  • Maintains an auditing process which reviews both administrative (requirements) and clinical (best practices) aspects of client files.
  • Provides and/or arranges for direct service as needed.
  • Oversees research undertaken by members of the team, or research projects that include PHC clients.
  • Provides advice and assistance to the Executive Director by:
    • keeping the Executive Director informed of all aspects of the operations of the centre for which the PHC Director is responsible for:
    • bringing to their attention issues that may affect the community
    • providing support to the Board and staff committees as assigned
    • managing specific projects and activities when required
  • Participates in the recruitment, selection, orientation of staff, students, and volunteers as required.
 
Position Requirements

Education

  • Master’s degree in Health Administration or other related health discipline or a related field, or an acceptable combination of education, training and experience.

Professional experience

  • A minimum of five years of experience with progressive responsibility in a communitybased human services managerial and leadership role.
  • Extensive experience in: strategic planning and evaluation; supervision of employees; proposal development; managing funding contracts; developing policies and procedures; and managing administrative functions.
  • Experience generating statistics and providing statistical reports, analysis and recommendations based on the data and findings to management
  • Experience in a non-profit, community-based organization.

  • Excellent interpersonal and communication skills, oral and written, in English.
  • Experience in supervising and directing staff to ensure an effective and efficient working environment.
  • Knowledge of Health/Social Policy issues, Health Promotion and Community Development principles.
  • Excellent critical analysis, problem-solving, planning, decision-making, leadership, organizational and change management skills.
  • Experience in program development, implementation, monitoring, and evaluation. Ability to develop and implement programs using an inter-disciplinary collaborative approach.
  • Knowledge of and ability to apply health promotion concepts, strategies, and philosophy.
  • Knowledge of research methodology
  • High level of organizational and time management skills in a fast-paced environment. Demonstrated ability to prioritize, to be flexible, and to meet deadlines.
  • Demonstrated ability to model “client-centred” service delivery.
  • Demonstrated ability to work in a diverse, multi-cultural, multi-disciplinary team environment.
  • Demonstrated proficiency in the use of computers and various software applications, including all Microsoft Office programs, and client database software.
  • Knowledge of the standards of the College of Physicians and Surgeons of Ontario and the College of Nurses of Ontario.

Linguistic Profile

  • This position falls within Carlington CHC’s designation under the French Language Services Act of Ontario.
  • Fluency in English is required.
  • Fluency in French is required at Level (Advanced +) for oral expression/comprehension and Level (Advanced) for written expression.
  • Fluency in another language relevant to our client population is an asset.
