The Chief Clinical Officer (CCO) is a key member of the Executive Management Team helping to define the overall strategy and direction of the Community Guidance Center. The CCO will share responsibility with the Team to guide and direct the Center into the future. This is an opportunity to be a leader of behavioral health services in the Indiana, Jefferson, Clearfield and surroundings counties Along with the entire Executive Management Team, the position will lead the overall vision and direction for the Center’s three Program Initiatives: Direct Services, Training and Education, and the Development of New Programs. Responsibilities include collaborating on the strategic development and implementation of innovative clinical programs and tools, as well as collaboration with strategic partners to further the mission of the organization.

  • Provide clinical administration of all clinical services throughout the Center Work collaboratively with all department supervisors to establish clinical organizational goals and ensure goals are achieved through social learning. Make recommendations to Chief Executive Officer (CEO) for changes and revisions within departments based on findings of clinical outcomes. Assumes responsibility in absence of CEO for Guidance Center operations when required. Develop Clinical Policies in consultation with the CEO.
  • Direct case disposition as necessary using open communication and social responsibility: coordinate psychological services delivery within the agency and with external counterparts:; create psychological services programs responsive to changes in the health care delivery system nationwide and in response to legislative directives as indicated; inform the CEO in an ongoing and timely manner of the status of clinical service provision, program development, and needs assessment Plan and oversee the development, implementation and analysis of outcome studies. ; Approve staff initiated research designs and articles for publication based on agency experience (including intern and staff manuscripts).
  • Provide oversight and clinical support for the Medical Director and Psychiatric Services by reviewing, auditing and problem solving medical interface with other Center services utilizing emotional intelligence. Address Policies and processes for medical services, and facilitate clinical integration of Center services when medical intervention is part of the Service Plan.
  • Direct a wide range of consumer services maintain an awareness of new research and methods in the field of clinical psychology promoting growth and change. Maintain awareness of and adherence to the APA Ethical Code of Conduct and Standards.
  • Maintain awareness of all Federal, State and Managed Care laws, policies, regulations and procedures regarding clinical care, Best Practice Guidelines, and appropriate fiscal requirements related to Clinical services.
  • Evaluate psychological assessment tools for agency use; facilitate staff training on methods of research for outcome studies; interpret findings of clinical outcomes and maintain timely open communication with the CEO regarding findings and implications of such studies on consumer welfare.
  • Facilitate coordination of service delivery under various managed care requirements; facilitate cooperative relationships with area social service agencies regarding agency psychological service delivery; facilitate referrals/coordination of care for consumers engaged in multi-agency psychological services programs; coordinate interdepartmental service provision along the agency continuum of care.
  • To serve as the HIPPA Privacy Officer and as such facilitate and coordinate the Center’s privacy activities. To investigate reports to determine if a violation has occurred and, if so, to what extent the consumer’s personal information may have been exposed and what harm may result to the consumer as a result of said disclosure. To identify and initiate steps to mitigate any potential harm that may have resulted from a privacy breach.
  • Adhere to seven recognized Sanctuary commitments which includes social responsibility, social learning, non-violence, open communication, democracy, emotional intelligence, growth and change.
 
Position Requirements
  • Doctoral Degree in Psychology from a university accredited by the American Psychological Association
  • Active License to practice Psychology in Pennsylvania
  • A minimum of five years of doctoral level psychology practice with two years in a position of clinical administration
  • Act 33/34 Clearances/ FBI Clearance Act 31 Certificate
  • Acceptable Motor Vehicle Report in accordance with Center policy.
  • A demonstrated capacity to work effectively in a community based setting with experience in maintaining consultation with external agencies/programs in coordination of care, and managing multidisciplinary team treatment
