Schedule Monday-Friday, 8:00am-5:00 pm. Evening and weekend hours may be necessary, and schedule is subject to vary based on departmental need.  
Pay Rate $53,000-$60,000/yr.  
Description

SUMMARY
Assist in the development of strategic planning initiatives including: land use planning, neighborhood development, complete street implementation, and policy development to support the long-term growth and resiliency of the City of South Bend.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
• Work collaboratively with the Planning Team and other City departments to deliver Mayoral initiatives and City priorities.
• Oversee the implementation of projects from inception to completion.
• Manage project budgets, invoicing, and external consultants.
• Develop planning studies and reports in support of new and updated plans, programs, and regulations.
• Must be available to attend evening and weekend meetings when necessary.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Performs related work as assigned.

Position Requirements

EDUCATION AND/OR EXPERIENCE
• Bachelor’s Degree in urban planning, urban design, or other closely related field.
• 3+ years of experience in the field of urban planning, urban design, or other closely related field.
• Master’s degree preferred.
• AICP preferred.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED
• Strong knowledge of new urbanist planning and design principles and best practices.
• Must have excellent project management skills.
• Advanced knowledge of a relevant specialization such as transportation, land use, or economic development is desired.
• Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
• Excellent oral and written communication skills for preparing and presenting planning reports and projects.
• Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers.
• Pleasant, professional demeanor and ability to work with contractors, developers, business and property owners, and other residents.
• Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.
• Ability to execute responsibilities with little or no supervision.
• Ability to interpret site plans and engineering and architectural drawings.
• Excellent knowledge of standard English grammar, spelling, and punctuation, and the ability to prepare correspondence, documents, and detailed reports.
• Ability to effectively manage the workday, multiple projects and deadlines, and be attuned to the importance of the attention to detail.
• Working knowledge of Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
• Working knowledge of the Adobe Suite of applications specifically: InDesign, Illustrator and Photoshop.
• Ability to effectively address the public, handle stressful situations, work cooperatively with others, handle multiple tasks, and work under deadline pressure.
• Sound knowledge of GIS a bonus.
• Spanish language ability a plus.

CERTIFICATES, LICENSES, REGISTRATIONS
• Valid Driver’s License required.

Desktop Computer, Laptop Computer, Telephone, Automobile, Copy Machine, Digital Camera, and Associated Software.

WORK ENVIRONMENT
Work is performed in both office and field settings, with moderate inside temperatures and outside in all types of weather. The noise level in the work environment is usually quiet to moderate in the office and potentially loud in the field. Entire office is smoke free.
