Share Email Opening Title Journeyman Engineer/Telecommunications Program Manager   Category Engineering   Description The Journeyman Engineer/Telecommunications Program Manager serves as a technical advisor for assigned acquisitions. Additional Responsibilities include, but are not limited to: Develops Communication Service Authorization (CSA) requirement packages. Uses Cyberspace Information Planning System (CIPS) to transfer requirement packages between CSA customers and other acquisition team members. When CIPS is not available, transfers requirement packages via email between customer and CO/COR. Provides periodic updates to Team Lead and Government on status of CSA packages both in written (memos, reports, emails) and verbal formats (conversations, briefings, telecons). Develops and reviews acquisition and engineering documents and authors reports to Government and Team Lead on technical, interoperable and economic feasibility. Serves as technical advisor for assigned acquisitions to include evaluating and communicating offerors telecommunications proposals for existing and future technology. Analyzes and applies specialized communications methods and analytical techniques involving telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). Provides customer assistance for assigned telecommunications system requirements. May be required to coordinate with Systems Program Offices, headquarters staff, base officials/working groups, telephone companies, manufacturers, vendors, customers, and engineering/installation personnel to complete packages or perform technical review of proposed solutions. Consults with functional area users on telecommunications plans, policies, and requirements. May be required to resolve Government inquiries concerning telecommunications protocols, modems, front-end processor/controller, and other interface questions. Must remain current with emerging technologies to predict future telecommunications requirements or changes to existing technology. Assist with proposal development, if necessary.
