Description

SUMMARY
The City of South Bend is an organization of over 1,200 full and part-time employees who provide a wide variety of services to keep our community safe and healthy. As our Director of Human Resources, you will be responsible for meeting the needs of your fellow departments and to ensure that they are staffed with a diverse, inclusive and skilled workforce.

The ideal candidate will lead by example as a collaborative, results-oriented, strategic human resource professional that shares the City’s commitment to our core values of accountability, inclusion, innovation, empowerment and excellence.

The Director of Human Resources will perform a variety of complex administrative, managerial and professional duties related to planning, implementing, organizing, directing and coordinating the human resource system of the city, including classification, compensation, recruitment, selection, employee relations, HRIS, benefits, training, worker’s compensation, and workplace safety programs. The Director of Human Resources will provide excellent customer service to City employees, department directors, supervisors, City leadership, and the general public for all human resource needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
• Annually gathers, interprets, and prepares personnel data for studies, and reports and makes recommendations to City leadership for improvement of the City’s policies, procedures and practices on personnel matters.
• Maintains knowledge of industry trends and employment legislation and ensures City’s compliance.
• Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
• Communicates changes in City personnel policies and procedures and ensures proper compliance is followed.
• Assists City leadership in the annual department performance review, preparation and administration of City salary ordinance program.
• Coordinates or conducts exit interviews to determine reasons behind separation.
• Consults with legal counsel, as appropriate, on personnel matters.
• In collaboration with Diversity and Inclusion Officer, works directly with department leadership to assist them in carrying out their responsibilities for staff performance evaluations, efficient organizational design, inclusive recruitment strategies, and employee relations management including performance and termination.
• Recommends, evaluates and participates in staff development for the City.
• Participates on committees and special projects and seeks additional responsibilities.
• Responsible to affect a culture of continuous improvement and performance excellence among the city workforce.
• Works effectively, with all levels of diverse City workforce, and outside companies and public agencies.
• Manages and supervises Human Resources Department to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs change as needed.
• Oversees worker’s compensation and workplace safety programs.
• Manages, evaluates effectiveness, and seeks opportunities to improve new employee orientations.
• Represents City in employee-related unemployment hearings and EEO investigations.
• Formulates contracts with outside vendors to provide employee services, such as training, benefits, employee assistance, and/or outplacement.
• Directs preparation and distribution of written and verbal communication to inform employees of paid time off and special employer-sponsored activities.
• Manages the maintenance of HRIS system to meet information needs.
• Represents management in negotiating collective bargaining agreements.

Position Requirements

EDUCATION AND/OR EXPERIENCE
• Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Personnel Administration, Public Administration, or a related field.
• Minimum of 5-8 years of progressively responsible work experience related to the managerial, supervisory, and administrative experience in management of human resources, recruitment and selection activities, benefit program administration, compensation administration, and computer-based records management.
• Preference will be given to those with municipal experience and candidates holding a Bachelor’s Degree from an accredited college or university, PHR, SPHR, SHRM-CP or SHRM-SCP certifications.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED
• Well-honed people management skills, poised and capable of gaining the trust of the leadership and the employees while influencing positive organizational outcomes.
• Strong problem-solving skills, with a track record of implementing new initiatives with measurable outcomes.
• Excellent judgment and listening skills, with the ability to handle confidential and sensitive issues with diplomacy, discretion and integrity.
• Ability to work independently, work with an HR team, think creatively, manage own time, and take initiative to drive projects.
• Ability to effectively communicate information and ideas orally and in writing.
• Ability to plan for tasks and projects timely and thoroughly.
• Knowledge of fair labor and equal employment laws.
• Knowledge and experience with HRIS systems, Kronos preferred.

CERTIFICATES, LICENSES, REGISTRATIONS
• PHR, SPHR, SHRM-CP or SHRM-SCP certification preferred but not required.
• Valid Driver’s License required.

WORK ENVIRONMENT
Work is performed in office settings, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. Entire office is smoke free.
