Description

Primary Responsibilities: Performs duties related to the zoning enforcement of the Gilpin County Zoning Regulations. Performs duties related to enforcement of County Building Code and Onsite Wastewater Treatment System (OWTS) Regulations. Interacts extensively with the complaining parties and alleged violators. This highly visible position requires considerable contact with the County attorney, law enforcement, other regulatory department personnel and the general public, and involves the use of interpersonal skills to achieve code compliance in a manner that is clear, firm, tactful, and impartial.

Secondary Responsibility Permit Technician/ Associate Planner - Responds to requests for information and/or services via personal contact, phone and email. Receives and reviews for accuracy plans, permits, and applications required for development in Gilpin County. Collects and processes applicable fees.

Main Job Duties

 

Code Compliance Officer:

 

  • Follows up on incoming calls and complaints concerning alleged violations of the Gilpin County Zoning Regulations, Building Code, and OWTS Regulations.
  • Interacts extensively with complaining parties and alleged violators; acts in a courteous and professional manner with frequently upset callers, complaining parties and alleged violators.
  • Inspects sites and properties where alleged code and ordinance violations are found or reported. May review site plans.
  • Monitors compliance with development application permits to include inspecting sites and properties for compliance.
  • Prepares reports evidencing violations, routes reports appropriately, and initiates issuance of violation notices to alleged violators.
  • Develops compliance schedule for alleged violators.
  • Prepares and sends letters and notices to residents regarding violations.
  • Assists the County Attorney in the prosecution of violators, presents testimony in Court regarding zoning and ordinance enforcement and compliance activities.
  • Posts hearing and violation notices on properties.
  • Develops effective working relationships and acts as liaison to various governmental and private agencies.
  • Provides support to Planners in processing applications to rectify violations as requested.
  • Keeps accurate records of all enforcement actions.
  • Performs other duties as required.

 

 

Permit Technician/ Associate Planner:

 

  • Reviews and analyzes building applications for consistency with submittal requirements. Researches historical records.
  • Receives building and OWTS permit applications and verify completeness. Distributes applications to appropriate staff plan reviewer. Issues permits as appropriate.
  • Prepares Certificates of Occupancy and Certificate of Completions. Distributes appropriately.
  • Administers Gilpin County’s OWTS yearly service provider licensing program including testing and record keeping. Notify residents when yearly OWTS Maintenance Contracts or OWTS Operating Permits expire. Prepares and submits quarterly OWTS fees to CDPHE.
  • Prepares internal and external correspondence, invoices and payment vouchers.
  • Collects appropriate fees. Utilize cash register according to County guidelines.
  • Produces various computer-generated reports as needed. Distributes appropriately.
  • Performs other duties assigned by the Senior Planner and any duties needed to stabilize an emergency situation.
 
Position Requirements

Qualifications:

  • Education: High School diploma or equivalent.
  • Must possess computer knowledge and skills including Microsoft Outlook, Word, Excel and Access.
  • Must possess mathematical ability to balance cash register deposits, prepare vouchers and verify billing statements.
  • Ability to:
  1. Work in a fast-paced environment while handling multiple priorities.
  2. Establish and maintain courteous and effective working relationships with employees, the public and other agencies.
  3. Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English; and the ability to listen.
  4. Work efficiently and effectively as a team member within the department and other departments.
  5. Exercise independent judgment.
  6. Understand, interpret and communicate policies, procedures and protocols.
  7. Organize work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction.
  • Must pass background check, including traffic and criminal.

 

Certifications:

  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Must possess FEMA ICS 100 and 700 certifications within 6 months of employment.
  • Obtain and maintain ICC Permit Technician Certification.

 

Working Conditions:

  • Environmental: 50% of the job is comprised of indoor office work. 50% of the job is comprised of outdoor investigatory work in a rural setting.

 

  • Physical Demands/Hazards:
  1. Ability to reach, grasp, handle, stoop, kneel, and bend in order to place and retrieve stored information such as files, forms, reports and equipment.
  2. Frequent use of phone handset and repetitive use of hand and fingers to take messages and document information, operate office equipment, use computer keyboard and computer mouse and to perform other office tasks.
  3. Sufficient vision or other powers of observation that permits the employee to input, review, evaluate and prepare a variety of written documents and materials.
  4. Sufficient clarity of speech and hearing or other communication capabilities that permit the employee to communicate effectively on the telephone and in person.

 

Experience:

  • Previous experience in customer relations and conflict resolution.
  • Experience in zoning and building code interpretation
  • Experience working in a Planning or Community Development Department
 
Full-Time/Part-Time Full-Time  
Salary Information The hiring range is $17.88 - 18.77 per hour DOQ. The pay range is $17.88 - 27.67 per hour.
