Program Evaluation Specialist - International Development

We are seeking a part-time Evaluation Specialist who will work across a portfolio of rigorous evaluations and assessments on our Global Development Research and Evaluation team. This position will contribute to the implementation of all evaluation activities, including research and analysis; program monitoring, evaluation and assessments; presentation of findings and recommendations; technical assistance, collaboration and administration.

Participate in the development of a range of evaluation designs and data collection methodologies, which include experimental (Randomized Control Trial) and quasi-experimental (Difference in Difference, Regression Discontinuity, Instrumental Variables) methods and non-experimental methods. Conduct rigorous final evaluations in the context of missing or flawed baselines, ex-post or retrospective evaluations, and meta evaluations. International travel* (short term assignments) is required to conduct pilot and scoping studies, impact and performance evaluations, needs assessments and environmental scans.


  • Provide project management support including overseeing consultants, schedules, budgets and scopes of work.
  • Support the collection, aggregation, synthesis, analysis, and interpretation of quantitative and qualitative data. This may include survey programming and testing, data quality checks, performing descriptive statistics, or supporting quantitative or qualitative analysis.
  • In collaboration with the research team, contribute to research design and findings presentation. This may include contributing to research question development, methods selection, summaries of findings, and recommendations. It may also include serving as a reviewer of draft deliverable documents.
  • Perform analysis using several analytical software packages, such as STATA or R, and qualitative analytical software packages such as NVIVO or Atlas.ti (preferred).
  • Work with clients and local institutions to design and implement evaluation plans, processes, and activities, including integrating M&E frameworks into Missions’ strategic plans and overall objectives.
  • Identify and cultivate new business opportunities, establishing and maintaining key relationships with clients, partners, and industry organizations.
  • Support recruitment efforts to identify technical and subject matter experts for proposal and project efforts, including identifying technical experts and team leaders to be included on proposals.
  • Serve as a technical writer in response to Request for Proposals or other types of solicitations.
  • Serve as a thought leader in the industry, and represent Cloudburst at industry events (conferences, forums, events) and with clients.
Position Requirements
  • Master’s degree in Economics, Political Science, Applied Statistics, or a related field with 5-7 years’ experience strongly preferred, but may consider a Bachelor’s degree with 7-10 years of relevant professional experience.
  • Relevant international experience with progressive responsibilities in oversight of rigorous evaluations (especially, impact evaluations, but may also include performance evaluations, assessments and other systematic reviews) funded by bilateral (USAID, MCC, DFID) or multilateral (World Bank, UN) research and evaluation projects that leverage academic training and practical experience in quantitative research or evaluation and statistical methodologies.
  • Experience conducting econometric analysis in the context of experimental or quasi-experimental research designs using R (preferred) or STATA.
  • GIS experience is beneficial.
  • Experience managing and implementing complex projects and working collaboratively with a broad range of government officials, international donors, and private sector stakeholders.
  • Field experience in international development research - particularly research within the sectoral areas of land tenure; democracy, human rights, and governance; environment and natural resources; agriculture, and cross cutting issues such as gender, youth, and urban development.
  • Experience with surveying using SurveyCTO or ODK preferred.
  • Demonstrated competence in collaborating closely in a team, client relations, and project management.
  • Ability to work and travel* internationally to oversee program implementation and provide technical expertise (est. 10-20% time).
  • Strong written and oral communications skills.

*Due to the current environment, Cloudburst personnel are not traveling internationally.  However, this position would be required to do some international travel when the situation changes.
