GENERAL DESCRIPTION:

The Senior Director of HS/EHS Comprehensive Services is responsible for coordinating and directing program and administrative services for the Head Start content areas: Health Services, Nutrition Services, Family Services and Home-Based Services; supervision and development of the Directors for those content areas; and ensuring full compliance with State and Federal regulations and adherence to the Head Start Program Performance Standards and regulations.

MAJOR RESPONSIBILITIES:

  1. Administer and sustain the Head Start & Early Head Start grants through compliance of State and Federal regulations and adherence to the Head Start Performance Standards.
  2. Facilitates the continuing professional development of the direct reports in Health Services, Nutrition, Family Services, and Home-Based as part of the commitment to excellence.
  3. Prepare, implement, and monitor the Head Start budget in coordination with the Vice-President of HS/EHS, striving to find efficiencies and room for revenue growth on a regular basis.
  4. In close collaboration with Head Start Management team, establish performance goals and participate in effective and efficient program planning and implementation that ensure the delivery of high-quality programs for children and families and further the ECS vision and mission.
  5. Ensure compliance with HS Performance Standards in all service areas.
  6. Collaborate with the Vice President of HS/EHS and the AVP of Quality & Risk Management on the Head Start / Early Head Start program operations systems, including the Policies and Procedures, Self-Assessment, Program Information Report and Improvement Plan, T&TA Plan, and Long and Short-Term Goals.
  7. Assist in creating the Annual Report, HS/EHS Grant Applications, Program Budget, and Community Needs Assessment.
  8. Assist in preparing and submitting accurate and timely reports required by funding sources to the Board and Policy Council and any other required parties.
  9. Maintain continuous lines of communication, keeping the Vice President of HS/EHS and Chief Operating Officer informed of all-important issues.
  10. Take an active role in representing ECS throughout the community and cultivating key relationships.

  • This position reports to the Vice President of HS/EHS – Head Start Director
 
Position Requirements

EDUCATION AND EXPERIENCE:

  • Baccalaureate degree and experience in supervision of staff, fiscal management, and administration required.

SKILLS, KNOWLEDGE, AND ABILITIES:

  • Head Start experience, or the ability to quickly understand the Head Start philosophy and model, is required.
  • Excellent interpersonal and communication skills, including the ability to work as part of a highly collaborative team within the organization and build positive rapport with key community groups and constituents.
  • Demonstrated experience in a change management environment requiring leadership in defining process and establishing relationships, both internal and external.
  • Demonstrated experience in program planning, operations, and evaluation, and the use of management information systems.
  • Creative problem-solver with the ability to use data and sound judgment to drive decision-making.
  • Working knowledge of accounting principles and budgeting processes
  • Excellent judgment and creative problem-solving skills including negotiation and conflict resolution
  • Knowledge of Microsoft Office products at an intermediate to advanced level
  • Significant experience in planning, administration, and supervision
  • Demonstrate the ability to communicate and interact with all levels of personnel, parents, and external vendors with professionalism and diplomacy.
  • Ability to plan and direct activities to write goals and objectives.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • Valid driver’s license and proof of automobile coverage
  • Satisfactory Driving Record (as outlined in Vehicle Driving Policy)
  • Complete a minimum of 15 clock hours of professional development per year

ENVIRONMENTAL CONDITIONS:

  • Works in an office setting with regional travel to multiple sites required
  • Some out of town travel, including nights and weekends required

ESSENTIAL PHYSICAL SKILLS:

  • Typical Physical & Mental Demands: Requires prolonged sitting with some bending, stooping and stretching, and eye-hand coordination and manual dexterity sufficient to operate a keyboard, telephone, photocopier, calculator and other office equipment.
  • Requires normal range of hearing and eyesight to communicate with clients and staff.
