About the Organization Established June 15, 1971, Valley Community Services Board is a publicly funded organization where citizens of Staunton, Waynesboro, and Augusta and Highland Counties can receive Behavioral Health, Substance Use and Developmental Services services. Valley Community Services Board serves as the single point of entry into publicly funded mental health, developmental, and substance use disorder services for these localities.

Description

Valley Community Services Board is seeking qualified candidates for the position of Chief Financial Officer (CFO). Valley CSB provides comprehensive mental health, developmental, and substance abuse services to over 5,000 individuals annually and is committed to the recovery and increasing independence of persons served. The agency has an annual operating budget exceeding $20 million and employs 270 clinical and support staff.

The CFO monitors and financially accounts for services provided by Valley Community Services Board and is responsible for all facets of planning, developing, administering, and supervising fiscal operations, including accounting, budgets, audits, purchasing, reimbursement and payroll. The CFO is directly responsible for reporting of financial and performance data. The CFO proposes and develops the agency’s fiscal policies and procedures, ensuring effective internal controls and supporting the process of revenue cycle management. The CFO provides timely and accurate fiscal information to the Executive Director and other senior managers, keeps the Executive Director and the Board informed of the agency’s financial position and routinely reports the results of CSB financial operations through financial statements which conform to generally accepted accounting principles. The CFO ensures compliance with Federal, State, local and board fiscal regulations and policies as well as the DBHDS Performance Contract. The CFO provides direct administrative and professional supervision to the Accounting Manager, Reimbursement Manager and Payroll Administrator, and is an active member of the agency’s Executive Leadership Team. In carrying out the position responsibilities, the CFO reports to and receives general supervision from the Executive Director.

 
Position Requirements

The CFO should be a strategic thinker who understands how to position the agency for future success through ensuring operational effectiveness, strengthening the organization’s fiscal health, and enhancing the quality of care and services. The CFO must show independent application of skills in financial management, accounting, and internal controls. The CFO will exercise a high degree of initiative and independence of action and possess and exhibit integrity, confidentiality, outstanding judgment, advanced business skills, conflict resolution, negotiating skills, problem-solving abilities, and excellent supervisory and community relations skills. The incumbent must have excellent working knowledge of financial software systems, and expert-level Excel skills. The CFO position requires a Bachelor’s degree in Accounting or related field with considerable coursework in Accounting, extensive experience in accounting, extensive experience in managing automated systems, and supervisory experience; or any combination of education and experience that provides required knowledge, skills and abilities required for the position. MBA and/or CPA preferred. Experience with CSB systems, Medicaid reimbursement and government accounting highly preferred.
