Tuknik Government Services is hiring an experienced Service Operations Lead in the DC Metro area. This is a direct, full time position with our company working at the customer site in Washington DC.

Position Overview:

This position will be part of a team supporting a Federal Client in the initial stages of standing up a Program Management Office (PMO).  The successful candidate will work with organizational leaders, operators, stakeholders, and identified community partners to plan, develop, deploy, and maintain system development and project management lifecycle processes, procedures, tools, reporting standards, and mechanisms.  

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Develop and maintain a holistic approach to IT Service Management that includes structured processes and procedures that oversee all aspects of the system development lifecycle to include requirement analysis, design, development, operations, maintenance, decommissioning, and feedback mechanisms to generate historical files and document lessons learned.
  • Develop, implement, and deploy various policy and procedural requirements, data management and information requirements, and the responsibilities of ensuring conformity and adherence to established initiatives and directives. 
  • Coordinate, arrange, format, and moderate gate reviews, meetings, engagements, and formal artifact review and control processes for navigating projects through lifecycle requirements.  Artifacts include documents, presentations, spreadsheets, and other material used and needed in the overall management and tracking of project activities.   Requirement includes but are not limited to agenda preparation, management and distribution; After Action reporting; Action Item (AI) management and tracking; Presentation preparation, logging and posting; and Review Schedule management and tracking.
  • Work within established governance processes as well as develop and maintain new ones where needed for the effective execution of project management activities to include formally accepting project artifacts upon approval into the official record.
  • Develop and identify baseline success criteria for gate products and determination for project approval to navigate through the project development lifecycle
Position Requirements


  • Demonstrated experience with establishing and managing a PMO.
  • Demonstrated experience and understanding of IT Service Management (ITSM) best practices
  • Demonstrated experience and understand if the ITIL framework
  • Demonstrated experience and understanding of full life cycle development and implementation of IT services
  • Demonstrated project and program management experience
  • Ability to work well within a fast-paced, team-oriented environment
  • Ability to multi-task and meet deadlines
  • Experience with Federal consulting


  • BS degree in Business Administration, or IT related
  • PMP Certification
  • ITIL Certification
  • Work Experience, Knowledge, Skills & Abilities:
  • Minimum 10 years consulting experience
  • Minimum 10 years of software development life cycle (SDLC) experience
  • Minimum 5 years of project/program management experience
  • Minimum of 3 years of PMO experience

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, perform simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move items that weigh up to 25 lbs. Specific vision abilities required for the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
