Description

PacArctic currently has an opening for an Administrative Assistant to work onsite with our DoD client providing administrative, financial, and technical management services and support to a customer’s Country Financial Management Division.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Administrative Support:

  • Support Pre-Countersignature Meetings (PCM) by providing services to plan, organize, and support the execution of client meetings and related work that involves planning, coordination, data entry and action item follow-up.
  • Proactively coordinate, schedule and prepare for PCMs, identifying potential problems in the execution of PCMs, seeking guidance in those cases where the problems cannot be resolved, documenting the minutes and action items of PCMs, distributing action items and minutes to all PCM participants and following-up on action items.
  • Conduct basic research and analyze data associated with the Foreign Military Sales (FMS) cases being considered for PCMs and establish and maintain an Excel database that includes FMS cases awaiting PCMs and those cases for which PCMs have been completed.

The Administrator will support the Defense Security Cooperation Agency (DSCA) by providing the following support:

  • Develop and maintain a duty roster of individuals eligible to serve as PCM Chairpersons.
  • Develop and maintain a list of LOAs that meet the criteria for a PCM; maintain a database of completed PCMs and a library of supporting materials for each.
  • Identify meeting participants from DSCA and the Implementing Agency for each PCM in coordination with the PCM Chairperson.
  • Draft the PCM meeting agenda and coordinate with the meeting Chairperson prior to distributing the agenda to all meeting participants.
  • Reserve a DSCA conference room to host the PCM.
  • Coordinate with DSCA IT to schedule the PCM via VTC and ensure all computer equipment and phone lines are functioning properly; conduct a connectivity pre-test with the Implementing Agency’s VTC center.
  • Participate in PCMs and take detailed notes; document the minutes, action items and any unresolved issues.
  • Draft the meeting minutes in accordance with the DSCA Policy 13-61, Enclosure 5, and coordinate their content with all participants prior to their distribution.
  • Track required action items until they are completed or the case is implemented; keep the PCM participants informed of any changes in the action items.
  • Assist the PCM Chairperson in following-up on PCM action items.
  • Assist in logistical preparations for the event: coordinate with participants, secure conference rooms and prepare them for meetings, coordinate for IT support, prepare and submit meal orders, secure visitor parking, secure gifts for a gift exchanges, develop and submit representational funds requests, and prepare and print name plates.
 
Position Requirements
  • Bachelor’s Degree required; relevant work experience may be substituted for four years of experience
  • Excellent communication skills, a high level of integrity, critical thinking, and leadership courage
  • Self-starter that can recognize needs and act with little to no guidance
  • Able to rapidly understand and apply new concepts
  • Strong organizational and problem-solving skills with impeccable multi-tasking abilities
  • Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills
  • Ability document, track, report, and maintain an action item database from multiple sources
  • Active Secret security clearance required

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
