Family Service Manager

Ensure that Family and Community Partnerships and ERSEA performance standards are met in Head Start/ Early Head Start.


1. Implement policies and procedures that enhance the effectiveness and efficiency of Family and Community Partnerships, Home-Based and ERSEA.

2. Monitor attendance and ensure Family Advocates and Center Managers develop appropriate attendance actions plans when necessary to maintain 90% attendance in the program.

3. Monitor 30M transition plans and ensure Family Advocates and Center Managers are meeting with families and creating appropriate transition plans that will ensure children transition to Head Start in a timely manner.

4. Work with DFS to maintain relationships with DCF agencies and Homeless Coalitions to maintain and/or increase enrollment for children in foster care, children and families on public assistance, and homeless families.

5. Monitor data pertaining to Non-Federal Share.

6. Provide leadership and support to the Head Start Family Advocates.

7. Assist in agency efforts to increase parent engagement in Head Start programs.

8. Provide staff development training to Family Advocates using the PFCE framework and Family Development Credential training materials.

9. Review files for appropriate paperwork which at a minimum includes documentation for: enrollment, family partnerships, referrals, follow up, and record keeping.

10. Develop and revise parent handbooks, resource directories, and other pertinent information for distribution.

11. Monitor the implementation of parent meetings, workshops, and other parent involvement activities, including male involvement activities, at all centers.

12. Work with Family Advocate’s to ensure current social services and parent involvement documentation is current and maintained at all centers, including center activity calendar, newsletters, activity flyers, parent meeting agendas, minutes, sign-in sheets, etc.

13. Coordinate extensive services for families and meet with parents as needed.

14. All other duties as requested to maintain the success of ECS.

· This position reports to the Director of Family Services.

Position Requirements


· Bachelor’s degree in family services, social work, human services, counseling, or related field with case management and supervisory experience highly preferred. *required of staff hired after 11/7/16


· Knowledge of social services and community resources to link families with appropriate agencies and services

· Ability to motivate people to high levels of commitment and performance

· Ability to mentor, train, and counsel effectively

· Ability to work with other employees and the public in a tactful and diplomatic manner

· Ability to exercise good judgment and emotional maturity in crisis and in normal situation

· Commitment to strengthen families but with ultimate commitment to the well being of the child.

· Ability to perform with little direct supervision

· Knowledge of applicable safety and abuse-reporting procedures

· Knowledge of Microsoft Office products at an intermediate to advanced level

· Ability to communicate effectively both orally and in writing

· Ability to maintain confidential information

· Ability to plan and organize work as well as maintain records and prepare reports

· Ability to multi-task, prioritize and work in fast-paced environment


· Valid driver’s license and proof of automobile coverage

· Satisfactory Driving Record (as outlined in Vehicle Driving Policy)

· Complete 15 hours of in-service/professional development training hours each fiscal year (July-June)

· By October 2019, must have current First Aid and Pediatric Cardiopulmonary Resuscitation (CPR) training


· Works in an office setting

· Local travel to multiple homes is required

· Minimal night, weekend or out-of-town work possible


· Acceptable eyesight (with or without correction)

· Acceptable hearing (with or without correction)

· Ability to communicate both orally and in writing

· Ability to lift up to 50 lbs.

About the Organization Episcopal Children's Services is a recognized leader in early childhood education serving more than 50,000 children and their families in seven counties in Northeast Florida - Baker, Bradford, Clay, Duval, Nassau, Putnam and St John's. In addition, ECS recently became the new Head Start/Early Head Start grantee in Marion, Dixie, Gilchrist, Lake, Levy, and Citrus counties and the Early Head Start grantee in Gainesville.
