The Federal Bureau of Investigation (FBI) has dramatically increased the amount of resources dedicated to intelligence, counterintelligence, counterterrorism, criminal investigations, and other areas of operational support to meet the mission of the FBI since the attacks of September 11, 2001. The need for specialized personnel with FBI-specific and/or Law Enforcement (LE)/Intelligence Community (IC) knowledge is a result of the shortage in government staffing and the requirement for experienced personnel in specialized areas. With four operational branches and a few un-branched divisions, the FBI manages a significant number of programs that vary in scope and complexity to support its mission. These programs include a wide range of daily support services. The SMEs will perform a wide range of daily support services to the operational programs such as, but not limited to, providing consultation, data collection and analysis, intelligence interviewing, training, and assisting with project implementation and management, and policy and program development. . Specific duties may include, but are not limited to: Defines critical intelligence topics for senior government personnel and initiates comprehensive or unique research efforts on topics as related to extensive or speculative analytical projects. Assists in the management of requirements for new databases and information services, and develop new research methodologies. Coordinates and provides consultation in the preparation of gathering information, analysis, evaluations, and recommendations for proper implementation of programs in any of the following specialties: intelligence analysis and law enforcement analysis. Provides functional and/or subject matter expertise to assess the organizational, operational functional baseline for law enforcement, security and intelligence clients. Assists in the oversight and assessment of high level projects and responds to client feedback. Works with senior government officials and executives to provide vision and strategic direction with regard to their requirements. Identifies intelligence gaps and initiate development of comprehensive collection plans to address these gaps. Serves as a consultant to a wide range of senior professionals and practitioners in intelligence collection activities. May provide consultation and analysis on complex projects. Works with end user groups to evaluate and solve technical problems. Participates in high level strategy sessions, strategic assessments and reviews to validate technical approach to projects. Assists in the development of Intelligence policy for collection management techniques and governing internal and external information sharing among member of the intelligence community. Provides expert consulting and advisory expertise in the areas of organizational and vulnerability assessments, intelligence and threat analysis, and resolution of highly complex projects and problems. Required Qualifications: Must possess B.A. or B.S. degree or equivalent experience in a related field. May require an advanced degree in the area of specialty and/or on the job training and 16-18 years experience in the field or in a related area. Must have 15 years of experience in the required subject field, including 10 years of specialized experience. Additional education may be substituted for years of experience. At least 10 years specific technical experience directly related to the required area of expertise within the law enforcement community, intelligence community or other related Government Agency. Clearance: Must possess a TS/SCI security clearance. Travel: Travel may be required. Location: Various locations within the United States at or near FBI Headquarters in Washington, DC or any of its field offices across the U.S. and may require performance outside of the United States (OCONUS).
