Eagle Harbor Solutions is looking to hire an experienced IT Program Manager to support our government client in Washigton, DC. Top Secret clearance is required. Open to candidates with interim TS clearance.

As an IT Program Manager supporting our customer, you will be trusted to lead the group-wide effort to take the organization to the next level of effective execution, improve efficiency in work processes, support the development of branch strategic direction and the technical decision making in support of the enterprise architecture of human resource IT systems supporting users worldwide.

As we strive to merge many functions and teams within the organization, the candidate for this new position will be asked to expertly support contractor transition to a single unified team. The candidate shall advise and provide project management and oversight support to the government lead to track system progress, mitigate any risks and/or project problems, and work with the development, test teams, and stakeholders to implement solutions. Some of the required taskings include developing and maintaining design documents, compiling metrics, manage risks, capture and manage requirements, interact with stakeholders and recommending process improvements to minimize any obstacles that may hinder development and system performance. Also, if in the absence of a government lead, be able to serve as the decision maker driving change and improvement for the organization.

The candidate will work to direct various projects lifecycle, by assisting in development or approval of comprehensive project plans including both long- and short-range goals and milestones. Identifies, acquires and utilizes contract resources to achieve project technical objectives. Directs a project team usually within a matrixed organization while monitoring and encouraging functional organizations to complete milestones within specific budgets and schedules. Candidate will be asked to interface with external customers as well as government management for the purpose of communicating status of project throughout lifecycle. Candidate will direct the development and maintenance of user guides & training documentation, communications for system outages/updates and fulfill other duties as requested from the government or company lead as needed.


Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Manage and coordinate System Support related activities
  • Manage a team of approximately 3-4 team leads and an additional 20+ team members
  • Interface with government Branch Chief and other various executive management
  • Objectively and continuously looking for ways to improve processes and efficiency
  • Work with various offices to improve their core missions
  • Bring fresh ideas and visions for IT modernization
  • Recommend resource level requirements based on workload
  • Maintain uptime and visibility of all continuous builds and environments
  • Lead planning and coordination for software and Infrastructure releases
  • Triage requests and reported issues
  • Plan and manage O&M projects
  • Fill in as Technical resource as needed
  • Answer technical questions from team members and developers
  • Review impacts of new applications on current environment
  • Review and provide input/feedback on policies
  • Coordinate and communicate policy changes with team members
  • Review internal branch documentation for completeness
  • Provide weekend/off hours support where needed



Position Requirements
  • 8+ years’ experience as technical lead in an IT support organization
  • 3-5 years database administration in an Oracle/SQL Server environment
  • 3-5 years’ experience with Microsoft Windows Server technologies
  • 8+ years’ experience in full life cycle development of applications
  • 8+ years advanced troubleshooting and problem-solving skills
  • Software change management experience for enterprise level IT systems
  • Proven track record of managing a medium to large team of systems administrators (database and applications)
  • Demonstrated ability to coordinate technical teams toward task completion
  • Demonstrated effective leadership and analytical skills
  • Experience with software change management tools e.g. MKS, PHIRE, Remedy etc.
  • Mid-Level DBA knowledge of Oracle and SQL Server administration tasks including installation, configuration, backup, and recovery processes
  • Mid-Level Windows Server administration
  • Mid-Level storage and networking administration
  • Experience with various security control like firewall, OS and application hardening, etc.
  • Bachelor's degree in a technical discipline or equivalent combination of education and experience
  • Microsoft Office Suite (Excel, Word, PowerPoint, Visio, Project) and SharePoint
  • PMP preferred
  • Software Change, Configuration and Release Management experience preferred

Working Environment & Conditions

This position is primarily indoors, consistent with a combined office and shop position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; bend, stoop, climb; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs independently and lift and/or move up to 75 lbs with assistance. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
