NATURE OF WORK
This position requires technical work, receiving and inspecting building construction plans, alterations and demolition, for compliance with applicable regulatory codes pertaining to safety and health.
Work involves checking plans and buildings for conformance with the State Building Code and for compliance with accepted methods of building construction and good workmanship practices of the building trades. It also requires an understanding of the inter-related implications on the Building Code and associated regulations pertaining to land use, environmental and zoning requirements.
An essential part of the duties of this position include developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus developing and utilizing the potential of each employee to successfully find new ways to deliver both short and long-term needs of South Windsor consistent with the Town’s goals and objectives.
Work is performed under the general guidance of the Chief Building Official. Work is reviewed through conferences and reports for overall program effectiveness and efficiency.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS
Recommends the issuance of building permits and/or certificates of occupancy for new construction, alteration, repairs, demolitions and renovations of buildings and structures.
Inspects construction in the field, and notifies the person(s) responsible for any building or related violation which may be found, indicating the nature of violation and corrective action needed.
Recommends to the Chief Building Official the issuance of formal orders to cease work or correct violations when appropriate, and confers routinely with the Chief Building Official about regulatory enforcement actions.
Reviews plans for building construction or alterations for compliance with the State Building Code; meets with developers, builders, architects and engineers to review findings of plan review.
Interprets Code provisions, and their application to specific procedures and situations, for architects, engineers, contractors and members of the public.
Inspects existing buildings, schools and places of assembly for compliance with the State Building Code and associated Local and State regulations; notes any violations found and takes appropriate corrective action in concert with the Chief Building Official.
Examines buildings reported as unsafe and performs services in accordance with statutory provisions of law relating to demolition or repair of unsafe buildings. Gathers all data and documentation on condemnation proceedings.
Provides technical consultation to Town departments on specific building construction subjects, including electrical, plumbing, heating and structural matters. Coordinates with Town Officials and agencies on joint programs as appropriate.
Assists and advises citizens and property owners regarding the State’s Building Code, associated regulatory requirements and other local regulations which may effect construction or development activities or projects.
May testify on behalf of the Town in legal proceedings based on the Department’s actions.
Prepares a variety of records and reports, both narrative and statistical, in an accurate and timely manner. Carefully maintains records and notes of inspections undertaken.
Promotes and maintains responsive community relations.
