Description

NATURE OF WORK

 

This position requires technical work, receiving and inspecting building construction plans, alterations and demolition, for compliance with applicable regulatory codes pertaining to safety and health.

 

Work involves checking plans and buildings for conformance with the State Building Code and for compliance with accepted methods of building construction and good workmanship practices of the building trades. It also requires an understanding of the inter-related implications on the Building Code and associated regulations pertaining to land use, environmental and zoning requirements.

 

An essential part of the duties of this position include developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus developing and utilizing the potential of each employee to successfully find new ways to deliver both short and long-term needs of South Windsor consistent with the Town’s goals and objectives.

 

Work is performed under the general guidance of the Chief Building Official. Work is reviewed through conferences and reports for overall program effectiveness and efficiency.

 

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

 

Recommends the issuance of building permits and/or certificates of occupancy for new construction, alteration, repairs, demolitions and renovations of buildings and structures.

 

Inspects construction in the field, and notifies the person(s) responsible for any building or related violation which may be found, indicating the nature of violation and corrective action needed.

 

Recommends to the Chief Building Official the issuance of formal orders to cease work or correct violations when appropriate, and confers routinely with the Chief Building Official about regulatory enforcement actions.

 

Reviews plans for building construction or alterations for compliance with the State Building Code; meets with developers, builders, architects and engineers to review findings of plan review.

 

Interprets Code provisions, and their application to specific procedures and situations, for architects, engineers, contractors and members of the public.

 

Inspects existing buildings, schools and places of assembly for compliance with the State Building Code and associated Local and State regulations; notes any violations found and takes appropriate corrective action in concert with the Chief Building Official.

 

Examines buildings reported as unsafe and performs services in accordance with statutory provisions of law relating to demolition or repair of unsafe buildings. Gathers all data and documentation on condemnation proceedings.

 

Provides technical consultation to Town departments on specific building construction subjects, including electrical, plumbing, heating and structural matters. Coordinates with Town Officials and agencies on joint programs as appropriate.

 

Assists and advises citizens and property owners regarding the State’s Building Code, associated regulatory requirements and other local regulations which may effect construction or development activities or projects.

 

May testify on behalf of the Town in legal proceedings based on the Department’s actions.

 

Prepares a variety of records and reports, both narrative and statistical, in an accurate and timely manner. Carefully maintains records and notes of inspections undertaken.

 

Promotes and maintains responsive community relations.

Position Requirements

REQUIREMENTS OF WORK

 

Associate’s degree and/or technical or vocational training in building technology, construction management, electrical, structural or mechanical engineering; three years of increasingly responsible experience in construction trades; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills:

 

  • Considerable knowledge of the State Building Code and related regulatory codes and local regulations or laws regarding building construction; electrical, gas, plumbing installation, sanitary requirements; and land use.
  • Considerable knowledge of building construction materials and the applicable construction of application techniques associated with the proper use of those materials.

 

  • Considerable knowledge of the proper sequencing and states of construction involved in building construction activities.

 

  • Ability to read and interpret complex plans/drawings, specifications and blueprints related to building construction and site development.

 

  • Ability to analyze building plans for conformance with applicable regulatory codes and the suitability of proposed construction techniques by conducting physical work in the field (climbing, walking, digging or probing into confined spaces.)

 

  • Ability to translate findings into clear and concise oral comments and written reports when necessary; ability to express ideas and communicate effectively, both in writing and orally.

 

  • Ability to operate computer terminal effectively.

 

  • Ability to deal tactfully with developers, contractors and the public.

 

NECESSARY SPECIAL REQUIREMENTS

 

Certification by the State of Connecticut as an Assistant Building Official.

 

Possess a valid Connecticut Motor Vehicle Operator’s License.

While performing the duties of this job, the employee is frequently required to stand, walk, use hand to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch or crawl, talk or hear. The employee must occasionally lift or move up to 25 pounds.

 

Hand-eye coordination is necessary to operate computers and various pieces of equipment. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Work is performed generally in an office setting.

 

Frequent outdoor work is required in the inspection of construction sites or addressing various land use issues.

 
Salary Information $60,000/yr
