USAID Monitoring Evaluation and Learning Analyst

We have several exciting opportunities for Monitoring, Evaluation and Learning Analysts to provide programmatic support to the Bureau for Resilience and Food Security (RFS) at USAID.

MEL Assistants will contribute to the implementation of all monitoring, evaluation and learning activities for RFS, including research and analysis; program monitoring, evaluation and assessments; presentation of findings and recommendations; technical assistance; collaboration and administration. Selected candidates will work on-site at the Ronald Reagan Building in Washington, DC.


  • Under the guidance of their supervisor, support in the collection, aggregation, synthesis, analysis, and interpretation of data. Review research, surveys, and or evaluation reports to improve quality of analysis
  • Assist in the review evaluation and assessment designs submitted by implementing partners, contractors, and research partners
  • Support efforts and provide technical assistance for assessing, measuring, and/or evaluating programs, processes and/or policies, within RFS and/or Missions
  • Collaborate with staff on Mission program, project, and activity monitoring and evaluation projects/studies and support efforts, as appropriate, with other program and technical staff
  • Support the curation of RFS knowledge products as needed, including creating synthesis documents and presentations of MEL findings for various internal and external stakeholders
  • Collaborate with RFS's central MEL division as needed
  • Setting up meetings/calls such as by sending out invitations, following up with participants, and working with the Administrative staff to book lines and rooms
  • Performs other duties as assigned
Position Requirements
  • Master’s degree in international development, sociology, monitoring and evaluations, statistics, or related field
  • Minimum of one (1) year of experience in M&E, learning, project administration or related activities for USG or donor-funded programs
  • Expertise in developing data management and collection instruments and tools; carrying out quantitative and qualitative data analysis; data quality assessments; etc.
  • Prior experience with USAID’s program cycle and evaluation policy is strongly preferred
  • Excellent facilitation and presentation skills
  • Excellent verbal and written communication skills
  • Ability to work independently and collaboratively within the context of a larger team
  • Ability to follow through on multiple tasks in a fast-paced, deadline-oriented environment
  • Strong attention to detail and time management skills
  • Working knowledge of Microsoft software (Excel, Word, PowerPoint, SharePoint) and Google platforms (Docs, Sheets, Drive, Calendar)
