USAID Monitoring Evaluation and Learning Program Manager

We have an exciting opportunity for a full time Monitoring, Evaluation and Learning Program Manager to provide the vision and overall leadership of a team of programmatic and administrative support staff for the Bureau for Resilience and Food Security (RFS) at USAID.

The MEL Program Manager will lead recruitment, screening, operational management and oversight of a team of up to 30 program support staff for the RFS. The successful candidate will maintain systems and processes to support full cycle recruitment, screening, onboarding, and performance management of staff. The MEL Program Manager ensures overall execution of program within scope, cost, and schedule with high quality standards.


Contract Performance Oversight

  • Serves as the primary point of contact to USAID for all contract management matters
  • Set a positive tone for the entire project and inspire staff to apply results-based approaches for delivery of quality services
  • Clarify USAID needs to inform recruiting, screening, and candidate selection
  • Provides leadership and oversight of all contract personnel, including subcontract personnel
  • Provides quality assurance review; leads risk management mitigation
  • Executes corrective action plans when needed
  • Oversees development of required reporting


  • Identifies candidates for RFS assignments based on Statement of Work (SOW)
  • Revises job descriptions and prepares and places advertisements
  • Conducts screening for project fit and placement recommendations, including interface with subcontractor for candidate recommendations
  • Manages process for client candidate recommendations and placement, leads onboarding process
  • Ensures timeliness and efficiency throughout the recruitment process

Personnel Management

  • Responsible for personnel management from onboarding through routine and regular performance assessments
  • Leads onsite staff placement and initial team introductions
  • Executes corrective action plans and personnel replacement plans when necessary
  • Reviews and approves invoices, timesheets, and expense reports
  • Provides supervisory oversight of project staff.
Position Requirements
  • Professional degree in relevant subject areas such as Program Evaluation, International Development, Public Policy, Management, Human Resources or related field
  • Minimum 7 years of experience working in international development
  • Minimum 5 years of progressively responsible supervisory experience
  • Demonstrated experience in recruiting, staff oversight and remote management of staff
  • An appropriate balance of technical, program management, and interpersonal skills and experience.
  • Previous experience working with USAID Bureau of Food Security preferred.
  • Understanding of USAID project management and recruiting
  • Knowledge of USG rules and regulations
  • Excellent verbal and written communication skills
  • Working knowledge of Microsoft software (Excel, Word, PowerPoint), Google platforms (Docs, Sheets, Drive, Calendar), and recruiting databases
