Description

General Functions

Provide training and leadership to subordinate staff. Serve as human resources representative to staff. Ensure internal compliance to proper processes. Function effectively as part of the management team by demonstrating the ability and willingness to achieve department goals while remaining in compliance with all policies and procedures. Learn all phases of corporate culture and proper policies and procedures per the TCPC Operations Manual and Corporate HR Director.

 

Work with leadership to support the hiring, processing, and training of employees for CRC. Work with corporate HR Director as required or requested.

 

Essential Functions

EMPLOYEE RELATIONS

  • Maintains the work structure by updating job requirements and job descriptions for all positions as required.
  • Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers/directors/supervisors on candidate selection, conducting and analyzing exit interviews; recommending changes.
  • Ensures, through managers/directors/supervisors, that employees follow established policies and procedures, and that all activities are compliant with any applicable laws, regulations or other established requirements.
  • Provides current and prospective employees with information about policies, job duties, working conditions, wages and opportunities for promotion and employee benefits.
  • Assists in creating, monitoring and evaluating all department employee schedules.
  • Schedules and monitors, in conjunction with department heads, employee time for special events.
  • Orders, issues and tracks staff uniforms, name badges, keys and equipment per company policy
  • Prepares employees for assignments, in conjunction with department heads, by establishing and conducting orientation and training programs.
  • Maintains ongoing employee training and documentation and ensures that all positions have trained back-ups, in conjunction with department heads.
  • Issues employee benefit packets, submit health coverage forms and COBRA eligibility as required.
  • Maintains and ensure all documentation regarding employment laws are updated and readily available to all employees.
  • Coordinates with managers/directors/supervisors on personnel issues; documents for disciplinary actions as well as employee performance incentives.
  • Conducts employee investigations, in conjunction with department heads, as deemed necessary according to event or action which has occurred or may occur.
  • Facilitates the processing of employee department transfers, raises, and status changes in the level of employment, in conjunction with management.
  • Reviews, processes and completes all paperwork needed or requested for unemployment benefits, disability benefits, family leave, vacation, sick leave or other as to company policy by processing to Corporate Office.
  • Maintains historical human resource records by designing a filing and retrieval system of past and current records.
  • Maintains and updates the Employee Information Manual.
  • Coordinates with Management to plan employee events and meetings.

PAYROLL

  • Monitors and correct employee time in U-Attend system as needed, in conjunction with department heads.
  • Programs and ensure all time clocks are working properly
  • Reviews employee time records and prepares and submits payroll with assurance each employees time was allocated to the worked department, in conjunction with department heads.
  • Manages all employee timecards to ensure accuracy and acceptance
  • Manages and monitor all payroll and time record audits
  • Serves as a resource for all laws/rules and accuracies regarding payroll taxes and deductions.
  • Works with department managers, directors and supervisors to understand their labor budgets and schedule to it and business requirements

 

MISCELLANEOUS

 

  • Assist General Manager/Controller with special projects as required.
  • Assists in monitoring phone system and/or IT equipment/systems to ensure it is working properly. Notify General Manager of any issues for further action. Train appropriate staff on correct usage of the phone system.
  • Maintain and protect the confidentiality of all data/information related to specific job assignments and The California Parks Company in general.
  • Be a willing member of The California Parks Company, performing all duties and functions as assigned to the best of his/her ability.
 
Position Requirements

QUALIFICATIONS:

Required:

  • Two years of accredited college/university plus 3+ years progressive human resources experience, or equivalent combination of education and experience
  • Minimum 3 years of recent experience in a supervisory role.
  • Ability to demonstrate a thorough working knowledge of labor and HR concepts, techniques, and principles.
  • Possess a high level of computer literacy
  • Proficient in Microsoft Excel
  • Possess a high level of knowledge in labor laws/rules/payroll
  • Must possess a valid Driver’s License with a clean 3-year history and no DUI convictions in the past 10 years.
  • Reliable transportation.

 

PERSONAL PROTECTIVE EQUIPMENT:

The Human Resources Manager will use various office tools and equipment on a daily basis. Footwear required shall be a high quality closed toe shoe with a low heel. No open toe sandals or flip-flops will be allowed on the job. The Human Resources Manager will be knowledgeable about the safety practices and standards set by the company, relative to the work environment he/she operates in. He/she will also make it a duty to assure that all co-workers are working with those same safety practices and standards.
