The Procurement Analyst - Advanced will provide the full range of support to the Federal organization's contract compliance support within the Contracting Directorate.

Additional Responsibilities Include, but are not Limited To:

  • Provide supervision of the contract compliance effort within the Directorate.
  • Provide oversight of the organization's PMR program.
  • Prepare analyses, provide advice, make recommendations, and conduct acquisition unique training related to the organization.
  • Conduct high level reviews and processes to identify efficiencies and provide recommendations in senior leader staff meetings or other integration forums.
  • Develop and conduct new or update existing acquisition policy issuances based on higher level guidance and internal Agency policy change (e.g., directives, instructions, manuals, guides, procedures, templates, operating instructions, guidance memorandums) and as necessary, supervise assigned personnel in contract compliance.
  • Support includes guidance and assistance to minimize and eliminate risk in procuring critical services, supplies, and resources in support of the Procurement Management Review (PMR) program.
  • Assist leadership in preparation for any external Agency audits and to improve the operational effectiveness and efficiency of the PMR program.
  • Conduct independent research of internal acquisition policies, processes, procedures, and related documentation and flow down changes in conjunction with Office of the Secretary of Defense (OSD) guidelines.
  • Ensure acquisition local policy serves to supplement statutory requirements.
  • Conduct compliance reviews of solicitations, contracts files, and other contract related documents to ensure compliance with FAR, DFARS, and applicable organizational policies.
  • Provide advice and recommendations as deemed appropriate and necessary to support the Contracting Directorate's leadership and secure approval for implementation.
  • Conduct compliance reviews of solicitations, contracts files, and other contract related documents to ensure compliance with FAR, DFARS, and applicable MDA policies and provide policy advice to PCOs and Directors of Contracts.
  • Develop and institute checklists, templates, and other measures to assist customers in creating various contracting documents.
  • Provide professional information on changes that may be considered for overarching acquisition improvements.
  • Engage in implementing approved process changes in the programs, identify improvements across the Agency, and perform research on issues of varying complexity to assist customers.
  • Coordinate updates to contract policy directives, manuals, instructions, and procedures.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
