Purpose of Division:

The Field Operations Division of NeighborWorks America is responsible for delivering services, grants, and technical assistance to approximately 250 NeighborWorks organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. The Field Operations Division is overseen by the Senior Vice President (SVP) of Field Operations, who is responsible for establishing the priorities and procedures for service delivery, grant programs and the identification of new affiliates. The primary relationship with NeighborWorks organizations is provided through staff in four regions across the country.

Position Summary:

The NeighborWorks America (NW) Relationship Manager (RM) position serves a portfolio of network organizations (NWOs) and provides a comprehensive organizational understanding of their assigned portfolio. Experts on NW services and products, RMs use data compiled by NW as well as information and input from the network to determine how best to support the organizations. RMs are resourceful and innovative in their efforts to be customer-centric and are good stewards of NW resources. They have regular contact with executive leadership, make on-site visits, broker access to NW services, coordinate program reviews with the Organizational Assessment Division and develop post-review assessment action plans when necessary. RMs can connect board members with complimentary assessment tools and arrange opportunities for trainings. RMs are instrumental in reviewing and evaluating requests for funding for network members. RMs also partner with the NWOs in strategic thinking and visioning beyond compliance remediation. As such, RMs may engage with NWO Boards, Executive Directors, and/or staff at a strategic level. This position is in the Western Region, reports to the Senior Director and ideally is located in San Antonio or Houston, Texas.

Essential Responsibilities:

Relationship Management

  • Develop comprehensive understanding of organizations by sustaining relationships with network members’ leadership. Initiate and nurture state and local relationships which benefit local network members.
  • Maintain knowledge of and promote NW’s portfolio of resources (including Initiatives, technical assistance, grant opportunities, etc.), ensuring network members have access to training, grant support, technical assistance, and other resources in the key lines of business.
  • Serve as the primary point of contact between network organizations and NW America.
  • Inform and advise NW America regarding strategic direction based on network input, and identify issues confronting the network to which NW America may want to respond.
  • In partnership with the NWOs, work to improve organizational health and performance. Diagnose challenges through analysis and assessment of financial reports and other supporting documents. Recommend strategies to maintain and develop optimal network organizational health and growth, which may include a potential training plan for the Board, executives, and/or staff. Assist network members with improving procedures and adopting best practices as requested.
  • Work with Organizational Assessment Division in preparation for program reviews of network organizations, understand the organizational health issues in relation to network organizations’ lines of business and provide comments to discovery and draft reports. Provide input and/or produce write-ups for the PROMPT Portal on each organization in coordination with quarterly Organizational Health Tracking System (OHTS) meetings. Develop action plans in coordination with network members to address items raised through the assessment process.
  • Encourage organizations to think strategically about new lines of business, business models, practices, service delivery methodologies and service areas in order to have a greater impact within their service areas.
  • Support network members’ efforts to develop comprehensive planning documents.
  • Provide linkage between network members and NW, including the National Initiatives division and others, regarding participation in key initiatives such as Success Measures, Community Building & Engagement, Rural Initiative, and Board Governance.
  • Coordinate requests for technical assistance through third party contractors and/or other NW resources. Assure evaluation of all engagements by working closely with other regional staff to insure agreed upon outcomes for all technical assistance engagements.

SECONDARY DUTIES/RESPONSIBILITIES

  • Understand, evaluate and make recommendations on grant submissions
  • Performs delegated responsibilities as designated by the supervisor in his/her absence.
  • Broker impact of NW resources within assigned portfolio.
  • Serve as region and/or Field division representative to division and/or corporate initiatives, programs, and working groups as agreed to by the supervisor
  • Other duties as required.

Nature of Work Contacts:

  • NW network organizations and regional Field staff in order to strengthen organizational health and delivery of services provided to network organizations.
  • Collaboration with other NW managers and staff.
  • Federal Home Loan Banks and Federal Reserve Banks
  • Statewide housing finance agencies
  • Local and statewide strategic partners including funders, foundations and organizations operating in the community development industry.
  • Vendors and professional services consultants.
 
Position Requirements

Required Minimum Qualifications:
(a) Education: A Bachelor’s degree in a related field and 3-5 years of related professional or personal experience in the community development or non-profit management field, with a focus on relationship management or project management.

(b) Competencies, Knowledge, Skills & Abilities:

  • Professional or personal experience in nonprofit management or board governance including understanding the fiduciary, strategic and resource development roles of boards with an ability to evaluate board performance.
  • Advanced experience in developing outcome-based performance measurements.
  • Ability to identify opportunities for learning, and the ability to design personal and professional development

plans for NW’s® network leadership using a variety of methods and techniques.

  • Experience evaluating and/or analyzing financial statements.
  • Excellent written, auditory, and oral skills in order to effectively communicate program results; review and facilitate meetings with NW staff and network directors; and, engage program staff and directors.
  • Experience delivering technical assistance in asset management, affordable housing, or real estate development a plus.
  • Demonstrated experience in developing and sustaining partnerships.
  • Demonstrated cultural competence (ability to interact effectively with people of different cultures and socio-economic backgrounds). Experience and/or interest in facilitating conversations regarding diversity and inclusion a plus.
  • Proficiency with Microsoft Office applications (Outlook, Word, Excel, PowerPoint and Access) required.
  • Demonstrated project management skills and multi-tasking abilities. Must have the ability to work on multiple projects with multiple deliverables.
  • Must be proactive and have the ability to work both independently and collaboratively with colleagues and network members.
  • Strong customer-service orientation.
  • Experience supervising consultants a plus.

Working Conditions:
(a) Travel: Approximately 50% travel
(b) Physical/Sensory Demands:

  • Work is performed both in field and office settings, requiring extensive travel and frequent overnight absences from an employee's place of residence.
  • Work is performed with considerable independence under general direction of the regional management.
  • Work is reviewed through individual conferences and customer feedback.
