Description:
The Human Resources (HR) Generalist works at our Home Office and provides HR support to an assigned region. The HR Generalist provides direction and support to program leadership to help maintain a positive work environment and a positive work team. The HR Generalist is the first point of contact for program employees and must have the ability to effectively and efficiently engage with employees. This position provides customer service assistance, information and clarification regarding general information, open positions, policies and procedures, and benefits to employees or job applicants. In this role, the HR Generalist will provide consultation, advice and review to managers regarding employee coaching and disciplinary actions and will be responsible to conduct investigations of employee matters under the direction of the HR Manager or HR Director.

DEFINITION

Under direction, performs complex professional staff services in any of the areas of human resources; provides lead direction to other staff; and performs related work as assigned.

CLASS CHARACTERISTICS

This is the lead and/or specialist level in the series. The classification performs a full range of complex assignments, services and analytical studies. The work requires the exercise of a high degree of professional judgment and considerable independence of action. Responsibilities include leading special projects and working with large or more politically sensitive departments, studies and services. Incumbents may function as the lead for professional, technical and administrative support staff, and may act on behalf of the unit manager in his/her absence.

This class differs from People Operations Assistant in that it has responsibility for the provision of professional-level human resources support to functional programs whilst the latter provides general administrative support organization-wide.

EXAMPLES OF DUTIES (ILLUSTRATIVE ONLY)

  • Assists in the development and revision of people operation programs, policies and procedures.
  • Trains staff in procedural and technical aspects of their jobs; assigns and reviews work; acts as a technical resource to staff.
  • Working with assigned programs, develops staffing plans, strategies and timelines to ensure competent, diverse candidate pools for all levels of recruitments, including executive recruitments.
  • In consultation with the head recruiter, performs job analyses to determine qualifying patterns and the need for additional study or revision. Monitors and reviews screening and evaluation of candidates’ qualifications and interview panel selection; certifies candidate lists.
  • Plans, coordinates and conducts a wide range of studies, including large and/or highly sensitive organizational and classification studies that may involve multiple job classes and/or cross departmental lines. Participates in classification plan maintenance. Conducts audits of individual positions for assigned departments; recommends allocation of positions to appropriate classes. Plans and conducts job analyses to describe duties and responsibilities, minimum qualifications, and knowledge and abilities required for successful performance; analyzes and restructures series to establish new methods for career development; prepares or revises class specifications; discusses revisions with department and union representatives. Prepares reports and items for the Board’s consideration.
  • In consultation with the head recruiter in support of changes to classification and salary plans.
  • Provides advice and support to operating departments in performance, discipline and other employee relations matters.
  • Conducts investigations, researches facts and past practices, and makes recommendations for resolutions.
  • Performs research and analysis in support of the development of organizational initiatives and projects.
  • Consults with department managers and provides staffing, training, and organizational analysis and recommendations. Develops training curriculum and materials; conducts training programs or identifies appropriate programs and instructors.
  • Performs analysis, maintenance and complex reporting of employee data. Updates benefits, classification, compensation and related human resources tables. Acts as liaison to technology staff to resolve problems. Participates in system implementations, upgrades and changes; tests and validates system updates.
  • Provides advice and guidance to departments in the interpretation and application of personnel regulations, policies and procedures. Reviews and recommends approval of human resources transactions.
  • Leads and participates in special projects and studies as assigned; conducts research and prepares and presents findings and recommendations.

Knowledge Of:

  • Theory, principles, practices of human resources administration;
  • TPCP procedures, rules and regulations and related documents governing DPO;
  • Federal and state fair employment laws, regulations and related legislation including Equal Employment Opportunity, Americans with Disabilities Act and FEHA, Fair Employment Act, ADEA, FMLA/CFRA, etc.;
  • TPCP PO policies and procedures and labor code provision;
  • TPCP organization, operations, policies and mission;
  • Research methods and data analysis techniques;
  • Principles and practices of sound business communication;
  • Applicant Tracking and Human Resources Information Systems;
  • Standard business software, including word processing and spreadsheet programs; and,
  • Principles and practices of effective management and supervision.

Ability To:

  • Perform professional-level, public agency human resources work independently and creatively.
  • Interpret, apply and explain complex federal, state and local laws, ordinances, policies and procedures, and bargaining unit agreements.
  • Assign and Analyze problems, evaluate alternatives and make sound, appropriate recommendations;
  • Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility;
  • Interpret, apply, explain and reach sound decisions in accordance with TPCP and department policies, procedures and labor code provisions;
  • Understand and follow written and oral instructions;
  • Communicate clearly and effectively, both orally and in writing;
  • Prepare clear, concise and accurate reports, correspondence and other written materials;
  • Operate a computer using word processing and other business software and other standard office equipment;
  • Organize and maintain specialized files;
  • Maintain confidentiality of TPCP and personnel files and records;
  • Exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations; and,
  • Ability to get to multiple locations.

Schedule - Monday - Friday 8:00 am - 4:30 pm

 

 
Position Requirements

INIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Education, Training and Experience

A typical way of obtaining the required knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a bachelor’s degree in public or business administration, human resources, industrial relations, psychology or another related field; and at least three years of experience within a formal human resources program performing increasing complex human resources duties., At least one year of the required professional experience must have included journey level experience in the area of assignment. Experience in a non-profit, public and/or governmental agency is highly desirable. Additional professional/technical human resources experience may be substituted for the education on a year for year basis.

Licenses; Certificates; Special Requirements:

California driver’s license & current vehicle insurance/registration if driving; and,

Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
