Description

PacArctic is looking for an exceptionally qualified HR SME to provide a comprehensive review regarding training curriculum for Department of State employees. This position is remote, however the candidate will be required to attend meetings, hold discussions and conduct research at DOS facilities in the Washington DC area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Assess Existing HR Skillsets and Training Needs of Each HR Function and Provide Recommendations for Improvement
  • Research and identify existing internal HR websites and knowledge portals that outline required training, provide remote access training courses, career guides, and knowledge management platforms.
  • Gather current cost data on how much is spent to maintain individual websites and portals and assess possible cost savings through centralization.
  • Conduct self-assessment surveys followed by focus groups within the HR community to gauge how well HR practitioners understand their roles and if they know how or where to access materials and training to perform their roles competently.
  • Use surveys and focus groups to ask employees to self-identify any skills they need training in.
  • Identify current HR training and knowledge resource gaps within the Department. Contractor will also solicit input from managers on areas they feel staff need assistance in developing.
  • Collect centralized training, knowledge management, and community of practice website models from other USG agencies and assess if similar platforms can be applied or adapted for use amongst the Department’s HR community.
 
Position Requirements

Qualifications:

    •  
  • Bachelor’s degree required, master’s degree strongly preferred
    •  
  • Candidates must be a US Citizen with an active final Secret Level Clearance, per Government requirements
  • Demonstrated knowledge of Department of State training for HR professionals
  • At least 10 years of relevant human resources experience, human resources training experience strongly preferred.
  • Experience conducting surveys to gather data.
  • Experience consolidating data for analysis and developing written products providing recommendations for future action.
  • Ability to work independently with little oversight with little day-to-day task oversight.
  • Excellent writing skills.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.
