JCIDS and Organizational Design Management SME I 


The JCIDS and Organizational Design Management SME I will provide expertise for Command and Control (C2) Capabilities-Based Analysis, which researches, defines, and applies current and future operating environments.

Additional Responsibilities Include, but are not Limited To:

  • Provide expertise to research, inform, and compose perspectives for the development of future C2 concepts and constructs.
  • Identify and recommend C2 capabilities required to operate in future environments, identify associated capability gaps and shortfalls, and recommend C2 Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) solutions to meet these challenges.
  • Provide expertise in C2 systems requirements, Capabilities Based Assessment (CBA), Initial Capabilities Documents (ICD) and Capabilities Development Documents (CDD) development, Capability Gaps Analysis (CGA) and DOTLMPF/ Joint Capabilities Integrated Development System (JCIDS) modifications to material/non-material requirements for Major Command Headquarters (MAJCOM HQ) decisions.
  • Advise, assist and conduct activities for accomplishment of the Performance Work Statement C2-related tasks with a focus on C2 Strategic Guidance Document Review, Capabilities-Based Analysis, Strategic Guidance Document Development, Organizational Design, and Future C2 Operating Concept Support.
  • Participate and, when required, lead projects providing direction across broad areas of C2 responsibility.
  • Conceive, plan and execute a variety of projects requiring exploration of C2 subject areas, definition of problems, and development of cost-effective DOTLMPF approaches for resolution.
  • Manage SharePoint electronic Responsible-Approve Collaborate/Coordinate-Inform (eRACI) update.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
Position Requirements


  • Prior Air Operations Centers (AOCs), Component Numbered Air Force (C-NAF), or MAJCOM HQ experience preferred.
  • Rated aircrew member with five (5) or more years in air mobility platforms.
  • Seven (7) years’ experience in air mobility, including management or leadership roles in systems analysis and design, conversion and implementation support, project management, data/records management, resources management, or database planning and design.
  • Previously demonstrated leadership skills in a number of successful efforts involving program management and/or scientific, engineering projects.
  • Ten (10) or more years’ experience with extensive rated knowledge in air transportation, air refueling functions, and working with AOCs, C-NAF, or MAJCOMs.
  • Experience in JCIDS, organizational design, process reengineering, knowledge management processes and tools, budget management and administration, personnel management and supervision, preparing/transmitting periodic reports, and cost benefit analysis.
  • Experience in writing and developing Air Force policy. Knowledge of C2 and Knowledge Management (KM) systems.
  • Secure comm/tactical data link C2 experience, and JCIDS/C2 Acquisition experience is a plus.


  • Master’s Degree. Experience may be substituted for degree.

Certificates, Licenses, Registrations:

  • Project Management Professional (PMP) certification highly desired.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

Security Clearance: Secret security clearance required.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
