SUMMARY:

This position is responsible for administrative duties which require high-level skills in the performance of Human Resources support and project administration as requested by the Chief Human Resources Officer. Acts in a confidential capacity with all personnel as well as with outside customers and agencies. Responsibilities include all activities related to the recruitment and selection process for employment and coordinating recruitment efforts in collaboration with Open Door Community Health Centers hiring managers throughout diverse markets. Pass Human Resources expereince preferred. 

 
Position Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Relieves Executive Director and Human Resources Director of projects and duties as directed.
  • Composes detailed letters, memos and other written communications to staff, outside agencies and governmental organizations.
  • Relieves Board Coordinator of coordination duties such as communication with Board Members, meeting coordination, and correspondence with government contacts.
  • Organizes and maintains personnel records and confidential files.
  • Receives calls and responds to inquiries.
  • Conducts research as necessary to complete special projects.
  • Assembles materials from files and records for use in preparing reports, answering correspondence and inquiries and carrying out various office functions.
  • Maintains excellent public relations with all clinic personnel, governmental agencies and members of the community.
  • Verifies the completeness of all documentation pertaining to new hires and processes same in accordance with established procedures.
  • Processes and maintains files of applicants for employment to include necessary recruiting activities.
  • Conducts initial interviews, as appropriate, with prospective nonexempt employees.
  • Performs other related duties as assigned.
  • Assists with new hire orientations and badge requests.
  • Assess, screen, qualify, and evaluate applicant pool.
  • Manage the recruitment lifecycle with strong skills in relationship building, critical thinking and verbal/written communications.
  • Build proactive recruiting relationships with professional educational institutions, local employment agencies, and career fair vendors
  • Manage applicant tracking systems and reporting to ensure data is current and accurate
  • Perform job analysis and develop job descriptions based on analysis
  • Maintain and update all job descriptions
  • Collaborate with supervisors and managers to identify staffing needs, develop strategies and implement work plans to meet staffing needs
  • Coordinate, track, and manage all temporary staffing needs
  • Establish job postings, placement of ads, manage resume flow, screen candidates, conduct face-to-face interviews, check references, and extend offers
  • Maintain compliance with EEO regulations, state and federal laws pertaining to hiring practices
  • Complete EEO report annually
  • Research, develop, and recommend best practices for retention of employees at all levels
  • Adherence to ODCHC’s attendance policy.
  • Other duties and responsibilities as designated by supervisor.

QUALIFICATIONS:

  • Excellent communication skills, both written and verbal.
  • Excellent organizational and time management skills.
  • Excellent computer skills, including ability to use word processing, data management, and desktop publishing programs.
  • Ability to establish constructive working relationships with a large variety of individuals of diverse backgrounds, including public, private and professional groups.
  • Ability to read, analyze, and interpret professional journals, employment policies and procedures, and governmental regulations.
  • Ability to effectively present information and respond to questions from clinicians, support staff, recruiters, and the general public.
  • Ability to be persuasive and diplomatic in encouraging teamwork and cooperation in the development of ODCHC system-wide and multi-agency employment programs.
  • Ability to work with minimal supervision.
  • Ability to effectively represent ODCHC’s interests in the agency and the community.
  • Ability to adhere and model ODCHC’s policies and procedures.
  • Ability to exercise balanced judgment in evaluating candidates and making recommendations.
  • Ability to maintain confidentiality and objectivity.

 

EDUCATION and/or EXPERIENCE:

  • High School Graduate and two years administrative support experience. BA/BS preferred.
  • Experience with word processing, database, and spreadsheet software, such as Excel, MS Word., Access.
  • Sufficient skill in typing or keyboarding to complete 65 wpm accurately.
  • Six months to 1 year experience.

 

PHYSICAL REQUIREMENTS:

  • Speaking and hearing sufficient to communicate effectively by phone or in person, at normal volumes.
  • Vision adequate to read correspondence, computer screen, forms, etc.
  • Good manual dexterity.
  • Ability to reach above shoulder-level, and to squat, bend, sit, stand, and negotiate stairs.
  • Must possess a valid driver’s license and reliable means of transportation.
  • Ability to use keyboard and view computer screen for extended periods of time.
