The Program Manager SME will be expected to apply knowledge, skills, abilities, and experience in acquisition program management statutory requirements, philosophy, policies, practices, and procedures to FMS and USAF systems, subsystems, equipment, and services procurement activities, post award project/program management tasks, and life-cycle acquisition and acquisition logistics management.

Additional Responsibilities Include, but are not Limited To:

  • Apply knowledge and experience in acquisition program support, policies, and procedures to the procurement of the USAF and FMS systems, subsystems, and support equipment throughout their life cycles.
  • Apply DoD, USAF, and local acquisition management policies, procedures, functionalities, and financial data requirements to provide acquisition support.
  • Assist the PM and Acquisition Team in the planning and organizing of program management activities, and/or analyses efforts of a group of specialists, and /or advising on and performing work related to program management.
  • Plan, organize, complete, and present assessments of program management concepts, analyses, studies, and procedures.
  • Assist in performing a wide range of activities including gathering a variety of program information, conducting analyses, acquisition strategy planning, pre- award and post award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
  • Provide support to establish and maintain databases and assist in the development and analysis of key program metrics.
  • Assist in developing and integrating risk management plans and strategies and supporting program briefings.
  • Assist in determining program progress and effectively communicate recommendations orally and in writing to higher organizational management.
  • Assist program configuration management with analyzing and tracking Contract Change Proposals (CCPs), Engineering Change Proposals (ECPs), Contract Data Requirement Lists (CDRLs), and other program weapon system contractor data submissions and proposals.
  • Maintain program-specific databases, monitor data item currency and accessibility, and assist in tracking contractual compliance of contract data submissions provided by the weapon system contractor as required using Secure Web-based Electronic Acquisition Program (SWEAP), and Air Force Generation, Receiving, Integrated Tracking System (AF-GRITS) to monitor and track data submissions.
  • Support key acquisition events and reviews as needed.
  • Provide technical assistance and expertise of systems, subsystems, and support equipment to Government personnel as required to award contracts to other contractors to include but not be limited to: pre-award documentation, assisting in the conduct of the source selection, and post-award actions.
  • Assist in coordinating and integrating current and legacy program schedules and resources.
  • Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
  • Oversee the efforts of less senior staff and/or be responsible for the efforts of those assigned to a specific job.
  • Accomplish program support tasks and interact with lateral Robins, Wright Patterson Organizations, or any external agencies required to facilitate and support uninterrupted day-to-day operations.
  • Assist with proposal development, if necessary.
  • Other duties as assigned.
