Description

The Mid-Level Security Manager/ISSM – Junior will perform Contract Special Security Representative (CSSR) duties if appointed by the Government Special Security Representative (SSR). The SSR and CSSR are responsible for the day-to-day management and implementation of SCI security programs in a special compartmented information facility (SCIF) and special access program facility (SAPF).

 

Additional Responsibilities Include, but are not Limited To:

  • Perform CSSR duties in accordance with DoDM 5105.21-Vol 1-3 "Sensitive Compartmented Information (SCI) Administrative Security Manual", Intelligence Community Directive (ICD/ICS) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, AFMAN 14-304, "The Security, Use, and Dissemination of Sensitive Compartmented Information (SCI)" (w/amendments) and all associated regulations pertaining to the management of SCI and SAP.
  • Conduct a continuing SCI and SAP security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI. Responsible for opening/closing SCIF, and/or SAPF, perform end-of-day security checks of the SCIF/or SAPF in accordance with AF and DoD requirements, security codes and combination locks during normal and extended duty days, after hours alarm response and perform COMSEC duties.
  • Properly account for, control, transmit, package, safeguard and destroy SCI and SAP material.
  • Before giving access to SCI, and SAP material, verify need to know and verify clearances using the Joint Personnel Adjudication System (JPAS) or visit requests.
  • Conduct an annual self-assessment and forward it for SSO review.
  • Provide technical assistance in developing, coordinating, and processing AFRL system C&A packages and RMF controls. This includes reviewing documentation provided by the development organization, identifying shortfalls, making recommendations, and monitoring the package as it goes through the coordination process.
  • Provide enterprise IT portfolio management and sustainment support using the Enterprise Mission Assurance Support Service (EMASS) system.
  • Review system/system related initiatives for architectural sufficiency and identify any issues to the ISSM.
  • Ensure all users have the requisite security clearances, authorization, need-to-know, and are aware of their security responsibilities before granting access to the IS.
  • Report all security-related incidents to the ISSM.
  • Conduct periodic reviews of information systems to ensure compliance with the security authorization package.
  • Coordinate any changes or modifications to hardware, software, or firmware of a system with the ISSM and AO/DAO prior to the change.
  • Formally notify the ISSM and AO/DAO when changes occur that might affect system authorization.
  • Monitor system recovery processes to ensure security features and procedures are properly restored and functioning correctly.
  • Ensure all IS security-related documentation is current and accessible to properly authorized individuals.
  • Ensure audit records are collected and reviewed.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
