Minimum Education and Experience Requirements:

Requires a Bachelor’s degree in Business Administration, Administrative Management, Real Estate, Engineering, Architecture, Construction or related field; supplemented three (3) years of land administration; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Requires a valid state driver’s license with an acceptable driving history.

Description

General Description

This classification oversees right-of-way work activities, including real estate transactions and franchise utility coordination.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Oversees right-of-way projects with other departmental personnel, local governmental agencies, utility companies, contractors, attorneys, fee appraisers, title companies, property owners and technical experts.
  • Meets and negotiates with property owners, lessees and stakeholders for the sale of property for utility easements, right-of-way, streets, building sites or other authoritative uses as authorized, by explaining the project through plats, plans and sketches.
  • Prepares written documentation such as staff reports, letters of agreement, sales, contracts, lease contracts, warranty deeds, easement forms or payment authorizations to facilitate the purchase of property for authority use.
  • Contacts property owners to execute papers and delivers papers to title companies.
  • Evaluates current market values and calculates feasible prices for real estate by conducting market surveys; reviews pre-appraisal and appraisal reports to substantiate appropriate property values.
  • Engages the services of environmental consultants, appraisers, surveyors and title attorneys for real property transactions.
  • Responds to public inquiries, orally and in writing, regarding the City of South Fulton's acquisition process and the use of right-of-ways and/or easements and the status of real estate transactions.
  • Oversees right-of-way acquisition by local public agencies and outsourcing contractors.
  • Assesses and recommends settlement offers.
  • Interprets City of South Fulton policy regarding right-of-way activities.
  • Evaluates and reviews engineering plans for possible franchise utility conflicts that could delay timely construction of capital improvement projects.
  • Resolves franchise utility conflicts with utility companies, staff, engineers and contractors.
  • Oversees and coordinates the utility relocation schedules with the project schedules.
  • Responds to inquiries and issues related to franchise utility conflicts from the utility companies, staff, engineers and contractors.
  • Prepares council agenda items for encroachment agreements, reimbursement agreements and other pertinent council action items as assigned.
