The Proposal Manager is responsible for supporting advanced complexity proposal development activities with minimal supervision. They are responsible for managing all phases of the proposal development process in response to formal Requests for Proposals (RFPs). They are expected to participate in the analysis of proposal opportunities and participate in GO/NO GO decisions. The Proposal Manager needs to understand and maintain knowledge of the information technology and management consulting industries.

The candidate will perform the following functions:

  • Manage and deliver proposals on or under time to Federal, State, Local, and/or or Commercial clients.
  • Act as the central point for proposal development process, including helping to create win themes, define discriminators and differentiators, collect raw proposal materials from Business Unit team members, transform and consolidate team member input into clear and effective responses, and write and edit non-technical content.
  • Work closely with core proposal leadership of various levels and teams (large and small), in-person or remotely.
  • Write technical content with the support of SME.
  • Work comfortably whether member of prime or subcontract team.
  • Manage wide range of proposals types (bids vs. proposals, task orders, MSAs, contract vehicles) and of values.
  • Support proposals at any Sales stage.
  • Develop compliance matrices and conduct compliance reviews, particularly for complex opportunities.
  • Partake in opportunity reviews and bid/no-bid decisions.
  • Support post-submission/pre-award interaction with clients.
  • Manage and update proposal software database to reflect the current responses to functional, technical and company information.



Position Requirements

Minimum Qualifications

  • Previous experience managing proposals of varying sizes and makeups to deliver proposals to Federal, State, or Local clients in response ranging from bids to large, complex requests for IT or other solutions while following and executing to business (Sales) processes and while executing own set of complex tasks. (from a proposal management perspective only).
  • Previous experience managing proposals by working closely with core proposal leadership and teams, whether in-person or remotely.
  • Previous experience writing proposals.
  • Demonstrated wide range of experience in terms of size of both previous employers (e.g., wide variance in number of both total employees and total members of proposal teams) and in value and types of proposals previously delivered (bids vs. proposals, task orders, MSAs, contract vehicles), and in various functions (minimum of coordinator and volume lead).
  • Must be capable in working in a demanding, deadline-driven environment.
  • Proficiency with core MS Office software (Word, Excel, PowerPoint).

Education & Certificates

  • Bachelors (Arts, Sciences, Business Administration, other) from college or university and 3-7 years of experience in either Proposals, Sales, or Project Management with Sales responsibilities, or combination
