General Summary:

The Director of Contracts will manage all US Government contracting as well as experience collaborating with industry partners. Responsibilities include working closely with Program Managers and other functions to construct, submit and negotiate proposals, provide support to leadership regarding contractual and business issues, ensure negotiated terms comply with company policies, advise management of contractual rights and obligations and mitigation of contractual/program risks. The successful candidate will be expected to have the prerequisite skills and experience to represent Astronics Test Systems independently on significant transactions, with strong communication skills.

Principal Duties and Responsibilities:

  • Responsible for managing primarily DoD contracts (e.g. FFP, CPFF/IF), negotiating contract terms and conditions, and collaboration with internal departments.
  • Managing the contract database and all associated files as well as contract compliance to maximize efficiency, cost savings and reduce liability exposure.
  • Provide documentation and interpretation of contractual rights and obligations internally and externally, ensure that due diligence is practiced in complying with stated terms and conditions.
  • Review modifications, extensions and contract closeout documents.
  • Monitor performance and make recommendations for improvement when appropriate.
  • Prepare and distribute reports and statistical data to facilitate planning and maintenance of accurate contract records and files.
  • Coordinate with all levels of management to gather, analyze, summarize, and prepare recommendations regarding strategies, practices and procedures.
  • Participate in and provide support for assigned Corporate initiatives.
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Mitigates risk through review and negotiation of contractual terms and conditions to ensure protection of company interests; assist proposal team with balancing risks and opportunities for new programs.
  • All other duties as assigned.
 
Position Requirements

Job Specifications:

Education/Experience:

  • At least 7-10 years of progressive preferred experience in government contracts, sales support and/or contracts administration or equivalent combination of education and experience may be substituted.
  • Preferred education level is a Bachelors Degree public administration, business management or a closely related field.
  • Demonstrated experience in contract negotiations and government contract support.
  • Proficient in contract development, contract standards and language.
  • Certified Federal Contracts Management (CFCM), Certified Professional Contracts Manager (CPCM) designations preferred, but not required.
  • Effective communication skills both written and oral with both internal and external contacts.
  • Must possess strong leadership and interpersonal skills, be very details orientated, and have strong organizational and time management skills.
  • For the Government Business Unit, must be a U.S. Citizen and qualify for a secret clearance.

Computer Skills:

  • Computer literate in Microsoft Office Suite of programs such as Word, Excel, Access and Power Point, HTE, Adobe Acrobat Professional, Deltek CostPoint, and other electronic document management systems.
