SUMMARY:

Under general supervision, performs complex long-range planning tasks for the Planning and Building Department; administers and implements the vision of the County Comprehensive Plan, Land Development Regulations, and other technical requirements; coordinates work with other departments and regional agencies.

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs complex and specialized professional planning activities; uses professional knowledge of planning and growth management theory, public policy, and land use law to complete and manage projects and development issues.
  • Evaluates the effectiveness of Land Development Regulations as used for implementing the Comprehensive Plan goals, and develops updates as needed; administers the update/change process, and reviews additional recommendations.
  • Administers, interprets, and evaluates the Comprehensive Plan, and prepares status and summary reports.
  • Reviews development applications for compliance with the Comprehensive Plan, Land Development Regulations, and other County requirements; meets with applicants; schedules hearings for applications; prepares staff reports; and provides technical and professional recommendations to Planning Commission and Board of County Commissioners.
  • Plans, organizes, implements, and supervises Long-Range Planning activities and assigned staff; trains and mentors staff to fulfill the requirements that meet the Planning and Building Services Standards and Teton County policies and procedures.
  • Completes special projects, including researching regulatory approaches by other communities, locating technical ordinance language, reviewing federal and state environmental impact statements,
  • Assists the Department in compliance reviews for conditions of approval associated with Development Application Permits.
  • Manages consultants, develops Requests for Proposals/Qualifications, coordinates consultant selection, oversees contracts and scopes of work, and responsible for administration of contract budgets.
  • Keeps the Planning and Building Services Director apprised of technical, approval, and deadline issues.
  • Recommends goals and objectives, and assists in the development of policies and procedures.
  • Responds to inquiries, and resolves technical problems and complaints.
  • Evaluates County and regional planning and development trends; researches and interprets laws, regulations, court decisions, and general information.
  • Administers planning and permitting database; researches and analyzes data, and prepares reports.
  • Performs front-line customer service as needed to meet workload demands.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

 
Position Requirements

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor’s Degree in Planning, Landscape Architecture, Architecture, or Public Administration; AND five years of experience with community development and planning programs; OR Master’s Degree in Planning or related field AND four years of experience with Community Development and planning programs; OR equivalent combination of education, training, and experience.

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
  • Professional certification through the American Institute of Certified Planners (AICP) is preferred; additional technical skills training and certifications may be required.

Required Knowledge of:

  • County policies and procedures, and State and Federal laws and regulations governing planning and development.
  • Principles and practices of urban planning, community development, land use, permitting, and environmental protection.
  • Environmentally responsible and resource-efficient community development techniques.
  • Current legislative, political, and economic trends in state and federal government.
  • Records management and customer service principles, protocols, and standards.
  • Standard and specialized computer software applications, including Geographic Information System (GIS).
