Special Note: The AFT Research and Strategic Initiatives Department, which provides strategic and analytic support for the AFT's national officers and affiliates engaged in bargaining and issue campaigns, is seeking staff to provide analytic capacity in the collective bargaining program.

Position Summary: Under the general supervision of the director of the Research and Strategic Initiatives Department or their designee, the assistant director will provide strategic and analytic support to AFT affiliates and national officers on health insurance and related benefits.

Position Responsibilities:

  • Serve as a primary point of contact for AFT affiliates' inquiries regarding health insurance and related benefits;
  • Interpret plan policies and provide expert guidance to AFT affiliates in bargaining over health benefits, including major medical, pharmacy and dental, among others;
  • Support AFT affiliates in the development of bargaining proposals over health benefits, and analyze employer proposals to assess the impact on covered employees;
  • Advise AFT affiliates on compliance with relevant federal and state regulations, such as HIPAA, the Affordable Care Act and provisions of Internal Revenue Code;
  • Develop learning resources for AFT affiliates on how to effectively bargain over health benefits;
  • Draft information requests to employers, and analyze health plan participant data to support bargaining positions;
  • Track national trends in health insurance and related benefits, and recommend new programs or initiatives that may benefit AFT affiliates and members;
  • Working across AFT departments, monitor legislative, legal and regulatory changes that may impact health insurance and related benefits covering AFT members; and
  • Coordinate projects involving partners across multiple organizations to ensure timely completion of project goals.
 
Position Requirements
  • A minimum of a bachelor’s degree in a related field or equivalent experience that provides the necessary knowledge, skills and abilities.
  • Prior experience evaluating health insurance and related benefits is required.
  • Advanced communication skills, both written and oral.
  • Strong analytic skills with the ability to think and act strategically.
  • Ability to handle confidential information and abide by AFT ethics standards regarding sensitive information.
  • Strong commitment to unions and social justice.
  • Familiarity with the AFT and/or its affiliates is considered a plus.
 
Full-Time/Part-Time Full-Time  
Work Environment The work is generally performed in an office environment but also requires a moderate amount of out-of-town travel.
