Description

SUMMARY: The Courseware Programmer will provide on-site courseware development and programming support to the Center for Advanced Operational Culture Learning (CAOCL) located at Quantico, Virginia.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Specific tasks to be performed by the Courseware Programmer include but are not limited to the following:

  • Execute development, revision, and updating of CAOCL's online education packages and products.
  • Develop and revise curricula and instruction for CAOCL in accordance with the SATE, CAOCL SOP, LREC-related Training and Readiness Manuals and to the minimum standards set by the Marine Corps Curriculum Developer's Course curriculum.
  • Provide online education development services that includes web portal creation and administration, webmaster functions, website creation and management, Adobe Experience Manager, the .edu and .mil domains, SharePoint website administration and management, in addition to supporting Web 2.0 capabilities.
  • Integrate certain RCLF content into the CAOCL website, DoD websites and MarineNet as requested by the Government.
  • Edit and maintain RCLF materials, online content, and courses in accordance with curriculum review boards, program POA&Ms, and as needed to ensure operational relevance and alignment with DoD and USMC guidance.
  • Conduct anti-plagiarism software checks on written assignments.
  • Ensure all material conforms to Marine Corps Universities Communications Style Guide style of spelling, punctuation, grammar, and usage and shall eliminate all inconsistencies.
  • Develop, revise, or leverage existing visual media (such as images, graphics, animation, and video) in support of all RCLF activities.
  • Explain to CAOCL's Government personnel the selection, use and applicability of the selected graphic strategies and how these will achieve learning outcomes and objectives.
  • Develop graphics that support instructional validity and technical performance for asynchronous, self-paced delivery via MarineNet. Graphics shall be developed in a format compatible with Lectora and suitable for download on the MarineNet platform.
  • Provide courseware programming services that support all design and production phases at all complexity levels to include interactive media instruction (IMI)/performance support development for CAOCL training and education. Services are required to support distinct content areas from language, regional, culture specific, and culture general knowledge and skills.
  • Employ a variety of software systems in the design and function of computer-based courseware and online platforms. Examples of such courseware and platforms include (but are not limited to) Lectora, Captivate, Moodle, Adobe Experience Manager, and Google Classroom.
    • Develop IMI Level 1 through Level 4 courses (Passive (Level 1), Limited Participation (Level 2), Complex Participation (Level 3) and Real Time Participation (level 4) .
    • Develop relevant computer-based tests and assessments for all computer-based courseware.
  • Design and develop an Instructional Media Design Plan (IMDP); format(s) to be agreed upon by Government and Contractor.
  • Coordinate with CDET and other organizations as required on testing and staging of all training and education IMI.
  • Provide storyboard and scripts for Government review via an online system such as SharePoint (.mil site) or Google Apps for Government (.edu site). If, for any reason, designated Government reviewers are unable to access these online systems, the Contractor will be responsible for providing all Storyboards and Scripts on CD-ROM. Multimedia assets requiring a significant development effort may be described rather than developed at this stage
  • Other duties may be assigned.

EDUCATION and/or EXPERIENCE:

  • Possess an Associate's Degree in one of the following: information technology, computer science, training and development or 4-5 years' experience in the same/similar fields.

  • Excellent interpersonal skills

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Able to sit and work at a computer keyboard for extended periods of time.
  • Able to stoop, kneel, bend at the waist and reach on a daily basis.
  • Able to perform general office administration activities on a daily basis.
  • Able to lift up to 25 pounds occasionally.

WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Travel will not be required.
