PacArctic, LLC is looking for a highly qualified, experienced and self-motivated individual to perform the duties of a Project Manager in the Washington DC area. This is a full time position supporting PAC and our government customer.

Responsibilities & Duties performed are as follows:

  • Developing and maintaining Initial Business Proposals, Charters, Project Management Plans (PMPs), Lessons Learned, and Closeout for all assigned projects.
  • Build a project schedule in accordance with client policy for each project assigned; monitor and advance all activities via a project schedule.
  • Provide support for configuration management, strategic planning, knowledge management, business analysis and technical analysis.
  • Provide advice and guidance to support the Program and Project Management Division in its continuous improvement efforts and maturity capability processes.
  • Support the continued improvement and enhancement of the P/SDLC including but not limited to responding to and incorporating feedback from staff into artifacts and processes, developing new artifact templates to meet evolving needs as the P/SDLC matures, developing new process flows and other artifacts as required to further the growth of the processes to remain relevant.
  • Work closely with other team members including Scrum Masters, Business Analysts, Product Owners, SW Developers, Test Engineers, and other technical staff.
  • Collaborate with key stakeholders to understand the program’s vision and help communicate goals throughout the program.
  • Conduct research to gain user insights into the use and implementation of Agile methodologies.
  • Support project visioning and requirements management on Agile and traditional development projects.
  • Engage business partners to support backlog prioritization based on business value, dependencies, and level of effort.
  • Provide data analysis expertise in support of business priorities and objectives.
  • Lead change management & communication efforts to ensure successful implementation and adoption of IT solutions delivered by OCIO.
  • Lead a team on large projects or significant segment of large complex projects.
  • Analyze new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
  • Prepare long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.
Position Requirements

Knowledge, Skills & Abilities

  • Bachelor’s Degree in business, information technology or a computer related discipline is required
  • Candidates must be a US Citizen with the ability to obtain a Public Trust security clearance, per government requirements.
  • Minimum of ten (10) years of total experience
  • Minimum of three (3) years of related experience
  • Five to seven (5-7) years of experience in any of the following:
    • Ability to create program/project documentation and presentation materials.
    • Experience with FEMA and/or DHS business processes.
    • Ability to manage large technology integration projects.
    • Experience tracking and managing tasks and requests from senior government offices.
    • Tracking due dates and actions.
    • Collecting input from experts/knowledge experts.
    • Attention to detail to verify all submissions are compliant with organization standards and expectations.
    • Strong communications skills including.
    • Summarizing technical initiatives for Department/Organization wide communications.
    • Writing strategic plans, policies, memos, and talking points for external speaking engagements.
  • Five to Seven (5-7) years of experience working directly with government staff.
  • Experience working with Agile methodologies and/or an Agile based work environment.
  • Three (3+) or more years’ experience in project planning and management including; backlog prioritization, sprint schedule management and risk management.
  • Three (3+) or more years’ experience in project reporting including: providing status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership, and reporting on project success criteria results, metrics, test and deployment management activities.
  • Three (3+) or more years’ experience in stakeholder management including; managing customer expectations for project deliverables, status meetings, and change proposals.
  • Experience monitoring, tracking and controlling outcomes to resolve issues, conflicts, dependencies and critical path deliverables.
  • Excellent communication, customer service and organizational skills.
  • Must be fully fluent in MS Office applications, including Outlook, Word and Excel.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.
