Description

PacArctic, LLC is looking for a highly qualified, experienced and self-motivated individual to perform the duties of a Business Analyst in the Washington DC area. This is a full time position supporting PAC and our government customer.

Responsibilities & Duties performed are as follows:

  • Provide expertise in organizational and strategic planning for a wide variety of technical and functional environments.
  • Provide expertise in configuration management, strategic planning, knowledge management, business analysis and technical analysis.
  • Provide expertise in change management.
  • Work closely with other team members including Developers, Test Engineers, and other technical staff.
  • Collaborate with key stakeholders to understand the program’s vision and help communicate goals throughout the program.
  • Participate in Agile ceremonies including daily scrums, demos, retros, grooming and planning sessions.
  • Work with the team to help groom the Product Backlog and create epics, features, and user stories that articulate the business needs of the system.
  • Conduct research to gain user insights into the use and implementation of Agile methodologies.
  • Support project visioning and requirements management on Agile and traditional development projects.
  • Engage business partners to understand and capture business needs and requirements.
  • Facilitate collaboration across the team to ensure requirements are well understood.
  • Develop and utilize standard practices for managing requirements.
  • Facilitate refinement and work breakdown activities.
  • Engage business partners to support backlog prioritization based on business value, dependencies, and level of effort.
  • Provide user experience and design analysis support to ensure OJP products that are being developed meet the needs of end user.
  • Provide data analysis expertise in support of business priorities and objectives.
  • Lead change management & communication efforts to ensure successful implementation and adoption of IT solutions delivered by the OCIO.
 
Position Requirements

Knowledge, Skills & Abilities

  • Bachelor’s Degree in business, information technology or a computer related discipline is required
  • Candidates must be a US Citizen with the ability to obtain a Public Trust security clearance, per government requirements.
  • Minimum of five (5) years of total experience
  • Minimum of three (3) years of related experience
  • Three to five (3-5) years of experience in any of the following:
    • Ability to create program/project documentation and presentation materials.
    • Experience with FEMA and/or DHS business processes.
    • Ability to manage large technology integration projects.
    • Experience tracking and managing tasks and requests from senior government offices.
    • Tracking due dates and actions.
    • Collecting input from experts/knowledge experts.
    • Attention to detail to verify all submissions are compliant with organization standards and expectations.
    • Strong communications skills including.
    • Summarizing technical initiatives for Department/Organization wide communications.
    • Writing strategic plans, policies, memos, and talking points for external speaking engagements.
  • Three to five (3-5) years of experience working directly with government staff.
  • Experience working with Agile methodologies and/or an Agile based work environment.
  • Experience supporting Federal business operations at a government site.
  • Excellent communication, customer service, and organizational skills.
  • Must be fully fluent in MS Office applications, including Outlook, Word, and Excel.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.

Travel Requirements Location is Washington, DC. Occasional travel within the metro area may be required.
