Accountant and Deputy Public Trustee

This is an exempt position that reports to the Chief Deputy Treasurer/Public Trustee. The hiring range for this position is $ 56,908.80 - $71,136.00.

General Purpose: Responsible for performing accounting tasks related to the collection and distribution of property and other taxes, as well as related reporting requirements. In addition, may assist with administering all aspects of the foreclosure and release of deeds of trust process, ensuring compliance with Colorado State Statutes. Conducts periodic system analysis and makes recommendations as necessary to ensure Public Trustee's duties are carried out and all statutory deadlines are met.

Essential Functions:

Treasurer's Office: Perform a variety of accounting functions as assigned, which may include, but are not limited to:

  1. Preparing and processing the monthly distribution of tax collections to County taxing authorities.
  2. Preparing journal entries and posting transactions to tax related software systems.
  3. Preparing and processing distribution, redemption, refund and EFT payments.
  4. Assisting in the coordination and completion of new tax year setup as well as the preparation and mailing of tax notices and delinquent tax notices.
  5. Preparing and/or reviewing various filings with the State.
  6. Assisting in the coordination and completion of all annual tax lien sale functions.
  7. Coding and entering data into a database, spreadsheets or other accounting software applications.
  8. Compiling, balancing, and reconciling financial information.
  9. Cross-training to provide back-up on all other Treasurer Office functions.
  10. Working with outside Support to trouble-shoot software issues

Public Trustee's Office:

  1. Performs the duties of Public Trustee in his/her absence and acts as official representative of the Public Trustee's office when interacting with public or private groups, entities or agencies.
  2. Ensures compliance with organizational policies and relevant Federal, state and local laws, rules, regulations, codes and/or statutes.
  3. Responsible for all aspects of the foreclosure process. Reviews, accepts, and processes new foreclosure filings ensuring compliance with Colorado State Statute and meeting all statutory deadlines.
  4. Prepares for and may conducts weekly foreclosure sale in the absence of the Public Trustee; including acceptance and distribution of foreclosure sale proceeds.
  5. Acts as liaison for the Public Trustee's office, working with attorneys, homeowners and investors regarding the statutory foreclosure and release processes.
  6. Reviews, accepts, and processes requests for releases of deeds of trust.
  7. Responsible for departmental bookkeeping including producing quarterly revenue and expense reports, presenting quarterly revenue and expense reports to the BOCC, maintaining departmental bank accounts and reconciling bank accounts monthly.
  8. Collaborates with internal and external auditors to monitor fiscal accountability of the office.
  9. Responds to members of the general public to handle transactions, research, and answer technical questions, provide information or solve problems.
  10. Responsible for oversight and administration of foreclosure processing software; acts as liaison with software provider.
  11. Acts as administrative liaison between the department/office and other departments/offices as assigned.

Job Qualifications:

Knowledge of:

  1. Relevant Federal, state and/or local laws, rules, regulations, codes and/or statutes.
  2. Principles and practices of public administration.
  3. Management and supervisory principles and methods.
  4. Business math and record keeping.
  5. Modern office processes and procedures; personal and database computer systems and applicable software including Excel, Word, Quick books and Outlook.
  6. Relevant computer hardware and software applications, including Word, Excel and Access.
  7. Bank account reconciliation processes.
  8. Remote banking software applications.

Ability to:

  1. Supervise and develop employees: plan, direct, coach, counsel, mentor, delegate, discipline, train and evaluate.
  2. Speak, read and write the English language.
  3. Communicate effectively verbally and in writing.
  4. Reach, interpret and apply Colorado State Statutes.
  5. Learn department/office, County and/or state systems.
  6. Define problems, collect data, establish facts and draw valid conclusions.
  7. Use resources to organize and plan and to make decisions and problem solve.
  8. Establish and maintain effective working relationships with employees, team leads, supervisors, other Departments/
Position Requirements

Minimum Education : Bachelor’s Degree in Accounting, Business or Public Administration or related field

Experience: 2 years progressively responsible related experience including exposure to the reading, interpretation and application of state statute; or any combination of education and experience which produces the required knowledge, skills, analytical abilities and critical thinking required. Accounting experience is preferred in this position.
